I don't have any sympathy with these corrupt municipal officials but I think road projects like the one you mentioned should be overlooked by the Public Works and Highways. You are right though, why our town officials are not questioning the delay of the project and why are they not pushing the responsible gov't agencies to finish what they have started. I assume that these greedy town and gov't officials are more interested of getting their cuts from the said project than having it completed for the benefit and comfort of the tax-paying commuters. They don't care if the project's budget runs out as long as they get their share.

It's almost been a year and a half that the road construction along the bussiest part of McArthur hiway, Urdaneta City is still pending due...I went to Canada and came back here again, with the same scenario and pain... I notice many people are getting excited about the benefits of the new Expressway from Tarlac > Pangasinan > Rosario La Union, without any real discussion or thought being given to the 400 odd families who will lose there land which is being compulsorily acquired from the historically dubious DPWH. It saddens me in this country how many people in important positions treat the rich differently to our poor working farmers in Tarlac and Pangasinan. Typically many people in political office forget the poor & care for the rich as it’s easier to do this. Aquino in Tarlac received 80 Peso per sqm for her acquired land. I observe farmers in Tarlac and Pangasinan will only be receiving 6 Peso per sqm for there acquired property, which is disgraceful. I would like to know what Mayor Revita along with the other Mayors & Governors of Pangasinan & Tarlac will be doing to ensure farmers get the same deal as the Aquino’s did in Tarlac. I pray farmers will get the same deal as the ex-President did or better. I hope Mayor Revita can inform how farmers/families are going to be fairly compensated for this ‘land grab’ which obviously has huge economic benefits to the region. God Bless.

Wow! can't imagine after so many years of not having contacts since we're out of H.S., we all find to be back at each others company again or should I say back to each others pre-adolescent mischiefs. Honestly, this is such a good thing. I would like to reminisce the times that I'll go gaga when I never see u in school. It's really one thing that motivated me to study harder and go beyond of what is expected of myself so I could share my answers to those kind of repetitive questions that came every school year. Believe me you really inspired me. I was really head over heels infatuated with you. But we grew up, times changed as well as maturity kicked in and I moved on to more interesting things and people. Some Good News: Urdaneta tops all other Ilocos cities in financial performance URDANETA CITY - The city of Urdaneta continued to lord over other cities in the Ilocos Region in terms of financial performance last year, as gleaned from the financial statement of the Commission on Audit (COA) for year 2007. Based on the COA report, Urdaneta City leads seven other cities in the Ilocos, proving once more the versatility and durability of its people. The report listed Urdaneta City as having the highest net income at P126,684,0000. Mayor Amadeo Perez Jr. attributed his city’s fantastic performance to transparency in all transactions, whether small or big. A very promising city, Urdaneta is the melting pot of trade and commerce as well as education in eastern Pangasinan because of its ideal location from east to west and north to south. This was the third straight year that Urdaneta bested all other cities in the Ilocos Region in terms of financial performance. The first one was in 2005, then in 2006, Perez said. According to the mayor, aside from adopting transparency in all transactions, he saw to it that the scarce finances of the city were managed well and invested well on projects that really redounded to the benefit of the people. “Our secret in preserving our good financial performance was on the support of the business sector and the townspeople. We appealed to them to pay the taxes that were really due them and they did,” he said. Perez, now on his third and final term of office as city mayor, said they also saw to it that they did not live beyond their means. The COA financial statement also showed that Urdaneta, the only other second class city in the Ilocos outside Dagupan, registered the highest assets among all other cities in the region at P1,150,974,000 The other cities are San Carlos and Alaminos, also in Pangasinan; San Fernando in La Union; Candon and Vigan in Ilocos Sur and Laoag in Ilocos Norte. Batac, another city in Ilocos Norte, gained its cityhood only in mid 2007 and was not listed. Per the COA financial statement for 2007, Urdaneta was also number one in total equity at P888,445,000. On top of these, Urdaneta City also scored highest in total income among the region’s cities at P491,970,000. In total liabilities, however, it had P282,529,000, second only to Dagupan’s P358,183,000. Perez said they too maximized their tax collection efforts to ensure that Urdaneta functioned well as a public corporation. “This is the third year that we lead in financial performance. But we are not boasting about it and neither are we resting our laurel and still persevere to achieve some more for the benefit of our own people,” Perez said. The stench from the waste water exiting from the Dagupan City District Jail to the Bonuan Blue Beach has worsened prompting residents of Barangay Bonuan Gueset to reiterate their complaints. The malodor is believed to be a result of the both the defective design and construction of the district jail’s septic tank. Residents complained that stench has already become unbearable day and night and expressed fear the health of the community is now at risk. The flow of waste water from the district jail to the beach was already detected during the Lim administration but the city government to this day has failed to address the sanitation and pollution issues raised early on. The residents also noted a marked decline in the number of visitors to Tondaligan Park despite recent physical improvements made in the park and they believe that the stench and pollution in the area have a lot to do with it. The stall owners shared the residents fears that unless the city government acts quickly on the problem, the number of visitors will continue to dwindle. Acting City Mayor Belen Fernandez said she will convene a meeting to be attended by officials of the Bureau of Jail Management and Penology (BJMP) and other concerned government agencies to agree on measures to be adopted to address the problems. She said the city government can offer to help construct a new septic tank if the BJMP does not have enough resources to correct the situation. Fernandez expressed the view the district jail should not have been placed near the seashore and inside the Tondaligan Park in the first place. Meanwhile, the Bureau of Fisheries and Aquatic Resources also expressed alarm over the worsening pollution of the Lingayen Gulf and warned that this impacts directly on fisheries in Dagupan City and Pangasinan. Friday, September 19, 2008 Rosales mayor to receive presidential award ROSALES -- President Gloria Macapagal-Arroyo will confer Friday the Presidential Lingkod Bayan award to Mayor Ricardo Revita and six others. The awarding ceremony, the highlight of the 108th Anniversary of the Philippine Civil Service, will be held at Malacañang. Elated over the award, Revita said the recognition - the highest being given by the Civil Service Commission (CSC) to public officials or government employees - is a fulfillment of his dream. "This is equivalent to the Medal of Valor being awarded by the Philippine National Police (PNP) or military. Although majority of us in the government service is dreaming for that award, not all of us is privileged to receive it," he said. Aside from the medallion and plaque of recognition, which Revita said are priceless, the awardees will also receive P100,000; promotion to the next rank (for government employees); and scholarship for the awardee or one of his children. "What's more heartwarming is that the nominees were judged not only based on the programs and projects they designed and implemented for the upliftment of the lives of their constituents. Personal and professional background check were made on them, random interviews of people from different walks of life were conducted at their place without their knowledge," the mayor said. Revita was also cited by the CSC "for implementing projects that dramatically improved the lives of his constituents in Rosales, Pangasinan and for catapulting his town to become a second class municipality. The mayor provided the youth of Rosales with opportunities to enhance their skills and further their education through job fairs, vocational courses under the Technical Education and Skills Department Authority (Tesda) and improvement of school buildings and facilities. He introduced programs in environmental management, infrastructure, tourism, security vigilance and health welfare; and enhanced the delivery of basic public services. DTI pushes for more diverse Pangasinan goods Posted on August 18, 2008 - (Filed Under Business, News) TRADE FAIR IN MANILA SET ON OCT. 22-26 BOTTLED bangus, kikiam, siomai, or lumpia from Pangasinan, anyone? Soon the province may no longer be known just for its tasty bangus and bagoong but a wider range of processed products as the Department of Trade and Industry (DTI) provincial office conducts fish processing training to fisherfolks. Seminars were conducted recently in San Fabian and Sual, two towns known for making dried fish. Ms. Natalie Dalaten, chief of the business development division of the DTI Pangasinan office, said the training is in line with the government's OTOP (one town, one product) program. “Tulad ngayong tag-ulan, hindi makapag-dry ng isda, puwede nilang ilagay sa bote and mga isda o kaya ay gawing kikiam, siomai o lumpia,” Dalaten said. TRADE EXHIBIT The trainings, undertaken with help from the local government units and trainors from the Bureau of Fisheries and Aquatic Resources and the Pangasinan State University (PSU) College of Fisheries, are also part of the preparations for a trade exhibit of Pangasinan products in Manila. The trade exhibit, dubbed as Panangidayew Trade Fair, will be held at the Market! Market! in Taguig City on October 22 to 26. Dalaten added they are set to conduct training-seminars on making siopao, empanada, tocino and longaniza. Among the companies that have confirmed participation in the trade fair are Dorivi of San Carlos (exporter of bamboocraft products), Meles Dagupan Seafoods, Bella’s Calasiao Puto, Helen Decena’s Puto, Bandolp Industries of San Carlos (woodcraft), Yadao Enterprises (moscuvado sugar of Mapandan), JES Bagoong, Rotico Food Products, Baquioen MPC of Sual (dried fish), Valledens (pastries), andAnjo’s Farm, Inc. URDANETA CITY– Minacs, a major call center company with head office in Libis, Quezon City has confirmed its plan to establish a call center here that will initially open 1,000 jobs. Councilor Higinio Agsalud, majority floor leader of the city council, said officials of Minacs came to the city twice to express their determination to set up a call center in the city. When fully operational, the call center will have openings for up to 3,000 call center agents who will be working on three shifts daily. “The coming of Minacs will stimulate business activities in Urdaneta as several establishments will be prompted particularly restaurants, to open 24 hours a day in order to cater to the demands of call center agents on duty,” Agsalud said. Minacs is set to rent the whole second floor of the city's public market and the high-rise Shahani Building along the Maharlika Highway in barangay Nancayasan. The same firm also offered to set up and operate a separate call center in Dagupan City and in other big cities in the country. In Dagupan, Minacs plans to rent the entire idle third floor of the Malimgas Public Market or the former MC Adore Hotel which is now owned by the Dagupan City government. Minacs officials were accompanied by former Senator Leticia Ramos Shahani and her son, former Sixth District Rep. Hi Bunny, let's just say I'm fond of and am pretty good at numbers. :-) Anyway, we don't convince the city officials. We replace them. It's easier said than done but with the 2010 elections just around the corner, we need to take a long hard look at the possible candidates. In my opinion, we need to get rid of these traditional politicians and induce new blood to our city council. And by new blood, I do NOT mean the children or relatives of the current officials. There had been talks that Mark Cojuangco (current 5th district rep.) is eyeing to run for city mayor. I was also told that other possible candidates are vice mayor Julie Parayno & councilor Bobom Perez (son of mayor Perez). Cojuangco & Perez have been political allies but my sources tell me that they currently aren't in the best of terms. Personally, I'd root for Cojuangco. With him coming from a VERY wealthy family, I don't think he would stoop really low just to squeeze tens of millions of pesos in "SOP" money for the approval of SM's entry to Urdaneta. I think he'd welcome SM in a heartbeat. Also, he was a key cog in driving the road widening & darinage improvement projects in our city. Besides, voting for the other two would be like re-electing the incumbent mayor. Sigh. I really hope drastic changes are on the horizon. Thanks Bunny. I really enjoy these discussions. :-)

Balancing the pros and cons, the advantages clearly outweigh the disadvantages (if there's any). The purchase of property by SM in Urdaneta shows that the owners were intent on having one in Urdaneta but what/who stopped them from doing so remains a bothering question. Politics? Who said we can dictate where the Sy's decide to put up their mall? Did it even occur to you that Mr. Sy thinks that Urdaneta is the best location for SM in Pangasinan but politics just got in the way? As proof, SM bought the Urdaneta property in 2001 & was scheduled to be built in 2004 like Concerned Urdanetan mentioned. When they could not proceed with the construction, SM went with plan B and that is to build their mall in the middle of nowhere. If you're trying to sound smart, it's not working. Should the taipan wants in the middle of your province, in a pond or in a farm , so be it. Hello Bunny, sorry for the late reply. I've been busy lately. Think Cavite & Pampanga. Cavite has SM Bacoor, SM Dasmarinas, SM Molino, Robinsons Imus & Robinsons Dasmarinas. That's five major malls in three adjacent towns belonging to a single province. Pampanga has SM Pampanga (San Fernando), SM Clark (Angeles), Robinsons Starmills (San Fernando) & Robinsons Angeles. That's four major malls in two adjacent cities belonging to the same province. Pangasinan's population of 2,645,395 is at par with that of Cavite (2,856,765) & is 38% greater than that of Pampanga (1,911,951). I guess it's safe to say that Pangasinan is lagging behind those two other provinces in terms of the number of big name malls. Urdaneta & Rosales are separated by one town (Villasis) so I think that's a far enough distance to put up another SM mall plus Urdaneta is where the people are at. Urdaneta's daytime population & foot traffic is much more than it's 120,785 residents suggest. Imagine the number of students, employees & visitors that flock Urdaneta on a daily basis. That would make SM a sure fire success in our city. It's a win-win situation for both SM & Urdaneta.

I totally agree with you when you say that the opportunity has been missed. Now that they have decided to build one in Rosales, it's not a wise business move on the part of the SM owners to have another one in Urdaneta. Think of the proximity. They will be serving the same populace.

Hello again Bunny & Observer. SM's property in Urdaneta is located in Barangay Anonas. Yes, it is along the main thoroughfare (MacArthur Highway) but I think it is far enough from the city proper & is way less congested. I think we should keep in mind that for these mall operators, location is of utmost importance so we cannot expect them to put up their mall in a far flung part of our city. I think having their mall in Anonas is good enough to decongest the traffic in our CBD (Central Business District). As for the small businesses, I think there is a big chance that they would co-exist with SM. SM's target customers are those belonging to higher income brackets. Those who frequent our public market & smaller businesses would still prefer their "suki" over SM. I mean if they prefered buying from malls then they would have shifted their loyalty away from the small businesses & towards the existing malls such as CSI, Magic & CB but that is not the case. Urdaneta has the population & diversity to support both SM and Small & Medium Enterprises. If Rosales (less populated, less diverse) gets to have an SM then why not Urdaneta?

So, Observer, are you trying to tell us that Rosales has a much wider thoroughfare than Urdaneta that is why SM is being built there? Last time I checked, the Carmen portion of the MacArthur Highway is just two-lanes wide with no paved sidewalks. At least a good stretch of the Urdaneta portion of MacArthur Highway is SIX lanes wide with paved walks on each sides. The rest of the highway is still to be widened and once the project is done, the Nancayasan-Anonas road stretch will have six lanes. Add to that the improved drainage system. As for your concerns about parking, SM provides more than enough parking spaces for its mall goers. Their Urdaneta property is 15.3 hectares big so parking won't be a problem. Another thing is that SM also provides Transport Terminals where jeepneys & trycicles can load & unload passengers in an orderly manner. I guess you also need to open your eyes a little bit wider. And yeah, I agree with you about having officials who are not corrupt. Thanks for the response, by the way. I appreciate it.
