The Benguet Federation Hong Kong (Bengfed), in a statement, said there are no job offers for Filipino maids in China and that teaching opportunities there undergo a strict screening process. Gerald Antonio, the federation chair, issued the statement last week in light of reports of seven Cordillera women who turned up in Chinese jails for allegedly acting as unwitting illegal drug couriers. Lyn Madalang, executive director of the gender rights group, Ebgan Inc., said the Coalition Against Trafficking of Women (CATW) is also looking into the case. Madalang had alerted the Inquirer to these cases. Bengfed said the group was starting the campaign “as a means of addressing the growing problem of engaging [in] illegal work overseas while traveling on a tourist visa.” “We now hope to coordinate with you to disseminate this campaign and educate our fellow Cordillerans by propagating this advisory to all feasible channels through radio, the Internet, local governments, like the barangay, or even through teachers,” the statement said. It cited a May 14 advisory from the Department of Foreign Affairs that “reiterated that there is no job offers for Filipino maids in China and even [the] teaching profession should not entice teachers [to work in China].” It said there has been “strict rules in acquiring the legal work permit and that not all schools in China are authorized to hire foreign teachers.” “In cases where teachers entered China by tourist visa, their visa cannot be converted [into a] working visa, otherwise teachers who insist on working without contracts have little protection from mistreatment and abuses,” it said. Bengfed said the group knew of cases where women were duped by offers of employment in Spain. “A bait used by illegal recruiters is a job opening in Spain. We have collected names of victims [trapped by this] bait. The illegal recruiter lured victims [by asking them] to fly as tourists in Hong Kong while awaiting for the visa intended for Spain, which never materialized,” it said. “Instead the victims were [taken] to China or Macau and [were asked to] work there illegally. Desperate enough to feed themselves, they had to take whichever was possible to survive even when they knew it was dangerous,” it added. The case of the seven Cordillera women, however, was different. Their families did not receive news from them after they took free two-week vacation trips to China, according to affidavits compiled by the National Bureau of Investigation. Madalang said the women claimed that the trips assured them of better job opportunities because their passports would show potential overseas employers that they have travel experience. A former Baguio taxi driver paid for the trips, claiming he was receiving funds from a Hong Kong-based employer. In a letter sent to the Department of Foreign Affairs, Philippine Ambassador to China, HE Sonia Brady expressed alarm over the cases of arrests involving Filipinas who seem to have fallen victims of illegal drug syndicates who use Filipina overseas contract workers as couriers of illegal drugs to China. "The arrest of nine (9) Filipinas in a span of three weeks in Guangdong province and Beijing is nothing less than alarming," said Brady as he warns Filipinos "not to allow themselves to be used as drug couriers by unscrupulous 'friends' who work for drug syndicates in China". Records show that for the period of February 2007 to January 2008, there is already a total of 22 arrests made in China for alleged drug smuggling involving Filipina overseas contract workers. Of these arrests, all claimed that they agreed to carry "parcels" by friends whom they meet in transit points in another country in exchange for free tickets to China and a payment upon delivery of said parcels to a contact in China.
