This is in relation to the message from Mr. Rudy Lejat claiming that his mother who lives in Barrio Balincanaway got robbed in a day light. I would like to make it clear that the incident is not a case of robbery but rather a case of qualified theft because the suspects did not apply any force or intimidation against the victim. On the investigation we conducted, the victim reveals that the suspects approached her nicely and identified themselves as her relatives from Balungao. With their nice approached, the victim allowed them to get inside their house and move freely thereat. When the victim decided to look for someone to buy snacks, the suspects surreptitiously divested her cash money and jewelries placed inside her room. After divesting money and jeweries, one female suspect pretended that she received telephone call thet her mother was involved in an accident then they asked permission to leave from the victim. This act of unscrupulous individual/s is not new to the public so the PNP Rosales is keep on advising the public not to allow any stranger to get inside their houses any time of the day or night to prevent similar incident

Ayos din ang mga empleyado dahil hindi kami nahirapan sa pagkuha ng mga requirements dahil inasist talaga kami..One thing lang ako nadisappoint yong isang empleyado sa may kuhanan ng mayor's permit sa may licensing office ata yun,, if hindi ako nagkakamali. may isang bading doon na nag-assist sa amin.. pero bakit cia nanghahaplos... hinahaplos kasi nia yung boyfren ko. at masama pa dun pati sa maselang bahagi ay hinawakan pa..nagtimpi lang ang boyfren ko.. pero bakit po cia ganun.. public servant pa naman din kong tawagin.. pangit po sa image ng isang municipyo ang ganoong gawain.. matanong ko lang po professional ba cia..kasi hindi po maganda ang mga kilos nia.. maingay po cia at tawa pa po ng tawa kahit wala po nakakatawa.. mukha nga pong may sira. Yes the growing animosity between some members of the SB led by Vice-Mayor Pajela and your Municipal Mayor has a great negative impact to the progress and development of our beloved town because the backbone of the Executive is the Legislative and vice-versa. The Executive can not enter into any contract without the approval of the Legislative. One big project that I believed will be doomed is the columbarium. In 2008, The University of Asia and Pacific (UAP is comparable to La Salle, Ateneo or UP, the professors here are Economists, financial analysts that's why some of them are consultants of Asian Development Bank and big financial firms) was commissioned by the British Govt thru their Embassy in Manila to look for 10 municipalities nationwide to mentor by way of identifying its priority project and UAP will do the financial study as to its viability. The identified proj of Rosales is a columbarium to address and rehabilitate our present public cemetery that is in bad state. No pathways, no more area for interment and the tomb are covered with cadena de amor and tall grasses. The proj was presented to the SB during the time of Vice Mayor Romy Sim, in principle it was approved but before we could finished the documentation especially the public hearing, typhoon Peping struck the town then followed by the election. In short, the proj was stalled. Now, the British Govt is asking UAP the output of Rosales because their contract is only until September 2010. In mid June UAP invited our new set of elected officials in their campus in Ortigas but I begged off to postpone it after our oath taking on June 30. UAP wrote me a letter informing us that they will visit the new set of elected officials of Rosales July 22 for a workshop. The visitors arrived 10:30 am of July 22, but Vice Mayor Pajela told them that he will meet them at 1PM. After 1pm and no advise coming from the vice mayor I sent my staff to coordinate only to report the word of the vice mayor that he could not meet the visitors because he has a meeting to attend to. I just hope and pray that that incident will not ring into the ears of the business community in Ortigas. Otherwise,they will shy away Rosales. I know this will be a black mark for the municipality. Yes I vetoed the resolution passed by the Sangguniang Bayan that each SB member be given a staff, like the Vice Mayor who is asking twelve (12) employees to include 3 physicians/consultants and 3 security aides,for the following reasons: 1. Never in the history of Rosales that each member of the SB maintains a staff, hindi pa tayo City. 2. We have no budget to maintain that, it is not included in the budget for 2010. 3. The stadium is about to be opened and we need to employ or possibly re aligned people to ran and maintain that 3,500 seating capacity stadium, I believed we need to prioritize this than the staff of the individual SB mbrs. 4. We need to create/organize an Auxilliary Police/Traffic Aide to augment our undermanned Police Force in the maintainance of traffic at the market and in Carmen which is also a priority. Though I vetoed said resolution, I am open to give them 1 lawyer not a physician as legal consultant and 1 researcher for the group, on top of their present staff which consist of 5 personnel. Likewise, on a case to case basis, I could give them personnel on job order or I could re align some of our casuals depending on their need and nature of their assignments just like Kagawad Bernabe whom I gave 2 personnel because he is now working on the revision of our Revenue Code. On the issue about so many casuals and job orders. Well, that is one of the essence of Bureaucracy to accomodate Political Patronage and I see no violation there provided it is within the budget cap for personal services.

Yes, Sandra I believed that having a traffic lights in Carmen is now a necessity because of the growing number of motorists passing that area and we have an undermanned police force and besides, it is also a good sign that a town or city is progressive just like in Dagupan and lately, the City of Urdaneta. When Urdaneta City put up their traffic lights 3 months ago, I called up Mayor Amadito Perez if how much is the project cost of their traffic lights and he told me, the cost is more than 3 million pesos per intersection and he advised the contractor to see me. The contractor came to see me in my office and gave me a quotation price of 3.6 million pesos for a traffic lights to be installed at the intersection just before the bridge in Carmen. Too ambitious, but thinking that 3.6M is so huge to be a one time expenditure in our municipal budget that other priority projects might be affected. I asked SM if they could finance the project and it will be charge to our receivables from them (tax credit for 2 years without any interest) As a good partner for progress and development, pumayag ang SM. Pero pagdating sa Sangguniang Bayan without even hearing/studying the merits/demerits of the project it was outrightly opposed by kagawad Mark Yu at sinang ayonan ni Vice Mayor Pajela kaya that traffic light will just remain a dream.

Time is running so fast and I am now on my 3rd/last term as your town mayor. It seems that 3 years is too short for me because I want to do more for the good of the municipality but 2 months had past without any tangible output and am quite disturbed with what is happening between the Executive and Legislative department of our municipality. I am afraid that I could not deliver what I promised you during the last election that WE WILL LAY DOWN THE FOUNDATION FOR THE CITY HOOD OF ROSALES IN THE NEXT FIVE YEARS. Yes I was brave enough to say that because SM, TPLEX, Government center, Goldilocks and Chowking commissary, banks, 3,500 seating capacity stadium and basic infrastructure services like Electricity (Power Sub-station in Tomana), Water (95% of our brgys are now being serviced by the Local water district), Communication (To compete with DIGITEL, SMART and GLOBE, PLDT will be putting up fiber optic lines in Rosales suitable for a call center) and Supply Route (being at the cross road going to Ilocos region, Cagayan valley and Metro Manila and soon, the expressway) and favorable Peace and Order and Human Infrastructure (quality manpower) are already in place. For my 3 remaining years in office, I want to focus on the following projects: street lighting from Carmen to Casanicolasan and Bakit-bakit, traffic lights in Carmen, columbarium to decongest and finally rehabilitate our public cemetery and the upgrading of our public market. But with a very unsupportive Legislative Council, I can see that the development of our town will slow down. It seems that some of them are there not to work for the betterment of our town Rosales, but to look for my mistakes since day 1 when I first assumed office in 2004 as embodied in the letter of the Vice Mayor to all the department heads of the Executive Dept, requiring them to submit their records and etc. without even observing the right protocol, that he should addressed his letter request to me attention the department head or person concerned. The separation of powers (Executive and Legislative) or the least, respect to the person and position is no longer observed. I can understand to stand of Kgd Mark Yu being an opposition from the very beginning, but I cannot fathom the motive of Vice Mayor Jojo Pajela because we ran in the same party during the last election. Time is running so fast and I am now on my 3rd/last term as your town mayor. It seems that 3 years is too short for me because I want to do more for the good of the municipality but 2 months had past without any tangible output and am quite disturbed with what is happening between the Executive and Legislative department of our municipality. I am afraid that I could not deliver what I promised you during the last election that WE WILL LAY DOWN THE FOUNDATION FOR THE CITY HOOD OF ROSALES IN THE NEXT FIVE YEARS. balita ko mayor ay magkakaroon ng traffic light diyan sa may carmen.
