Department of Environment and Natural Resources (DENR) Regional Executive Director Samuel Peñafiel said the 5,000 hectares comprise denuded lands and mountain sides in the region’s four provinces. The target area covers 1,950 hectares in Pangasinan, 500 hectares in La Union, 1,200 hectares in Ilocos Sur and 1,350 hectares in Ilocos Norte. NGP is provided for under Executive Order No. 26 signed by President Benigno Aquino III on February 24, 2011, where he tasked the DENR to lead in the implementation of the program. NGP seeks to plant 1. 5 billion trees in 1.5 million hectares of land nationwide over six years from 2011 to 2016. The tree planting will be done by personnel of national government agencies, along with their partner agencies from civil society, the private sector and local government units. Peñafiel said the locations of the open/denuded areas targeted to be planted have been identified and the availability of high quality planting materials and fruit trees for the participating agencies/individuals is determined. LIVELIHOOD OPPORTUNITIES Peñafiel said the NGP also assures livelihood opportunities through “convergence initiatives of DENR with Department of Agriculture, Department of Agrarian Reform, and other member agencies”. Under Executive Order 26, the NGP beneficiary-communities shall be considered priority under the Conditional Cash Transfer (CCT) Program of the Department of Social Welfare and Development. Meanwhile, community-based forest management programs of People’s Organizations have also been recognized as partners of the DENR in seedling production, maintenance and the protection of established plantations. Peñafiel said nurseries and other seedling producers of forest trees and fruit trees who wish to supply seedlings for the NGP are encouraged to apply for accreditation to the nearest Community Environment and Natural Resources Offices in their areas.–LM

Naglalaway na si Ricaforte na makamtan ang ambition niya, ayon sa kausap ko sa MPD. Sa takbo ng juteng sa Pangasinan sa ngayon, mukhang nakuha na ni Ricaforte ang minimithi niya. Kung sabagay, hindi naman mahirap puksain ang jueteng sa Pangasinan dahil hindi naman nabago ang mga personalidad na nagpapatakbo nito, di ba Mayor Ric Odruna Sir? Para sa kaalaman nina Bacalzo, Espino, Bucayu at Ricaforte, si Boy Bata ang nag-ooperate sa Binmaley, Lingayen, Bugallon, Dagupan City at San Fabian. Si Lito Mallorca naman na na-raid ng SAF kamakailan ay sa Bayambang, Malasigui, Mangaldan, Manaoag at Mapandan. Si Anthony Ang Co naman ang sa 5th district at alyas Marlon sa 6th district. Samantalang si Raul Sison naman sa Mangatarem, Urbiztondo at Basista at Bebot Villar naman sa Villasis, Sto. Tomas, Alcala, Bautista at Carmen. Kung full blast ang operation ng jueteng sa Pangasinan, aabot sa P3.6 bilyon ang kikitain nito sa isang taon. At sa bawat piso na makolektang taya, 3 percent ang mapupunta sa governor, provincial director, habang 7 percent naman ang sa mayor. Siyempre, me padulas din sa opisina ni Bacalzo at Bucayu. Kabaleyans: I am a victim of drunk driving in the highways of Pangasinan in February 2010. After negotiating for my release on the same night from police custody, noting all circumstances are all in my favor such as right of way, DUI, I was charged for reckless imprudence. The police and medical reports submitted by the complainant never stated that the tricycle driver is drunk at the time of accident. Worst, I was charged in court without me receiving a copy of the complaint. Today, I am out on bail. Ssome friends of the same flight are urging me to form an organization which may sound like: ViDDA (Victims of Drunk Driving Alliance, the objective of which are to bring order in the streets/highways, the traffic enforcers to implement the Land Transportation Code of the Philippines, standardized police reports/blotters to include in their investigations whether drivers are AB+ or AB-, lobby to our governments (barangay/municipal/provincial/national/DPWH) to improve all roads so as to conform with international road standards, make mandatory training to all driver's license holders be it truck, car, tricycles, motorcycles, kuliglig or pogpog so that they will be aware of the the Land Tansportation Code and make acquiring a driver's license similar to the standards of the USA, include in the school curriculum (elementary/HS/college) the Land Transportation Code...etc. IF YOU ARE INTERESTED, PLEASE EMAIL ME....
