(From Sunday Punch columnist Gonzalo Duque, "Playing with Fire"...Posted on May 9, 2011)...PSU's Estira on the spot again!... YOU should have heard educator Ruben Morante's revelations before the Pangasinan Press Club forum last Wednesday. He said in sum the overstaying president of Pangasinan State University is most unfit for his post… for many reasons.... We in the private education could understand Ruben’s beef when he slammed the state university under its controversial president, Dr. Victoriano C. Estira.... Unlike Mr. Estira's unfair implementation of a state university's mandate, Ruben's advocacy in higher education fits him to a T. We can not say the same of Mr. Estira because, well, we need not use the "nuclear bombs" unleashed by his legion of critics against him, like the reform-oriented faculty of the same PSU who vehemently protests in their letter to CHED Chair Patricia Licuanan his application (what gall!) for an extension (ugh!) of another three years because his term is slated to lapse next month.... No, we won't raise what this group and other groups have already publicly censured regarding his fitness to his job. We'll just focus on his unabashed betrayal of the cause of education which should have been as state university skipper and an agriculture graduate at that, to enhance the development of our natural resources such as at least agriculture in our dear province of Pangasinan, and regain its title as the rice granary of the Philippines.... By the way, we received a document that when Dr. Rodolfo Asanion retired as PSU president, four or five names were nominated to replace him. And you know what? It was not Mr. Estira who topped the list, but our friend, Dr. Prospero "Popoy" de Vera, who garnered the highest grade. Estira got the lowest and even flunked the passing mark. We're still surprised how he wormed his way to the presidency.... But that's water under the bridge. We have full and complete trust in the wisdom of the new board of trustees and the Ched Chair, the venerable, Dr. Licuanan who, we are told, has also received a copy of the letter signed under oath by a select group of PSU faculty members protesting his continued mis-rule at PSU.... Our problem with Mr. Estira is his penchant to gatecrash into the backyard of private education. As Dr. Morante stressed in his talk before journalists, Mr. Estira would beat his breast for PSU's increased enrolment in nursing, HRM, and other courses that should belong to private education. Pampered by low tuition fees from a state university, students would naturally bite what PSU dangles at the expense of fair play in our democratic system (Sunday Punch, Dagupan City).

ADDENDUM. Hindi basta tinatanggap ng "prospective employeer" ang naka-fax na "transcript of records." Maski nga mukhang orihinal ay tinitingnan mabuti. Sa Claro M.Recto sa Manila, kung galing ka nang Quiapo papuntang DivIisoria (magsimula sa dating teatro Cinerama ), malapit sa Evangelista (kaliwa) na nakakonekta sa daan ng Raon,... dito ang nakahilera na tambayan ng mga "fixers" na magaling gumawa ng "fake" na Transcripts of Records, diploma at birth certificates. Ito pa ang isang rason kung bakit personal kang mag-apply sa PSAT registrar, para makakuha ng orihinal na TOR.

Ang "transcript records" ay masilan na dokumento na hindi-basta-basta nilalabas ng registrar... Una mong gawin ay pumunta kang mag-apply sa "registrar office." Pagkatapos magbayad ka nang kaukulang "fees" (hindi ito libre). Dapat mong puntahan na personal dahil maaring may itatanong sa iyo.Kung busy ka, magpadala ka nang "official representative" mo na may "authorization letter." Karamihan sa iskuelahan, papakuha ka muna ng "clearance" kung meron ka pang hindi nabayaran o hindi nasauli na bagay na hiniram mo... Maski sa ibang bansa, lalo dito sa estados unidos, ang "transcript of records" galing sa ibang kolehiyo o onibersidad, dapat direkta sa mismong kolehiyo na hindi dumaan sa kamay ng mismong mag-aaral. Lastly, itong sign-up page na ito, hindi ito "extension" ng PSAT dahil wala pa ni isang kawani o opisyal sa PSAT na sumulat anuman dito. May website ang PSAT pero kahit humingi ka man ng tulong sa kanila, papuntahin ka mismo sa PSAT registrar.Kaya kaming alumnus dito ay nagtutulungan at nagbibigay ng payo sa ibang alumni din. Magandang araw sa iyo.

FLASHBACK SA PSAT: KULTURA, KANTAHAN, SAYAWAN AT DRAMA SA ENTABLADO- Kung mahusay sa pagtuturo nang kursong teknikal ang PSAT, hindi pahuhuli sa kulturang pandangal... Nagpapakita nang kahusayan sa pagsasadula ng drama, sayawan at kantahan...May isang araw sa isang linggo, may palabas palagi sa "quadrangle"...Ibat'ibang section at taon sa hayskol at teknikal ay nagpapalabas ng programa na mapapanood ng mga pangkalahatang estudyante...Nagkaroon ako nang pagkakataon na nakasama sa "choir" binubuo nang aming klasi..Matandaan ko noon na kumanta kami sa isang programa ....habang naka-suot "Pilipiniana"... FLASHBACK SA DAST ROTC (Taon 1974) Tandang-tanda ko pa Tiya Dely...Isang hapon, napakainit ang panahon...Naka"formation" kami paharap sa opisina nang DAST (Dept of Army Science and Tactics)...Pawisan kami kabilang sa isang platoon na napili...para sa exhibition sa nalalapit na pagbisita ng isang mataas na opisyal ng Philippine Army...Mga ibang kasamahan ko nenerbyos at maririnig mo ang lalim ng paghinga...Naka-"Present Arm" kami lahat...hawak namin ang ripleng garand kalibre 30.06 , na ginagamit sa ispesyal na pagtitipon...Sigaw ng Ex-O opisyal, sa amin "Put...Ina, para kayong binabae, hawakan ninyo mabuti ang garand ninyo, ayaw kong patay-patay"...Biglang dumaan ang Commandant namin sa gilid... biglang sumigaw ang Ex-O, "tikassss pahinga!" Sabay-sabay naming binaba ang garand... Matuwid kaming nakaharap sa commandant namin, na isang commissioned officer, Koronel ng PA...Sinabi niya na sa pagkatapos ng second semester, may bivouac gagawin sa isang kampo sa Pangasinan lalo sa mga kadete na gustong kumuha nang advanced ROTC...Sa panahon na yon, ang PSAT ROTC ay ika-lima (top 5) sa buong ROTC sa Pilipinas na pinakamahusay...Ilang paligsahan at resultang inspeksion galing sa Headquarters nagpatunay sa kagalingan ng PSAT ROTC...Hindi lang sa kakayahan kundi disiplina at kompleto sa kagamitan...Sa armory namin , mayroon kaming light machinegun (LMG) kal. 30...Mayroon ding mortar 81 mm ...ang wala lang mga mortar shells..Wala kaming ginagamit na ripling kahoy...Ang hawak namin noon sa regular na pagsasanay tuwing araw ng Linggo, ay mga Enfield ripli gamit sa world war 1, maging sa WW2 na bolt action...Tinanggal lang ang firing pin...Pag mayroon nito, kasama ang bala, maaring gamitin para maiputok...Ang training ay mabagsik kumpara ngayon sa ROTC ginagawa sa kasalukuyan...Pag panahon nn ulan (rainy seasons) doon kami sa gitna ng malakas na ulan nagmamartsa, buong araw...Pag pina"push-ups" ka kung saan mataas ang tubig na kinalalagyan mo, lalo kung "crawl!" ang utos ng platoon kumander, talagang magkahalong putik at maruming tubig a kukulapol sa onipormi namin...Mula sa taon 1973 hanggang 1975, nakita ko ang klasi nang disiplina militar sa amin bilang kadete...Maraming nakatapos sa PSAT hayskol maging sa technical courses ang pumasok sa AFP at PNP bilang plebo nang PMA ganon man sa kurso pang opisyal sa kapulisan...Sa mga alumnus ng PSAT sa panahong yon...Ito ang panahon... na ang institusyon ng PSAT ay hindi lang kilala sa kahusayan sa pagtuturo nang kursong teknikal...Isa sa pinakamahusay na pagsasanay sa ROTC sa buong bansa ay naganap sa pamantasan na ito.(end)

FLASHBACK SA PSAT... Pag-nag-babakasyon kami nang ilang araw sa isa sa mga coastal cities ng Oregon. Maaring Lincoln, Newport, puede ring Seaside city o Astoria na nakaharap sa dagat Pasipiko...Naalala ko ang China Sea sa gulpo ng Lingayen, kung saan malakas na alon ang sumasalpok sa dalampasigan...lalo katatapos dumaan ang malakas na bagyo sa Pangasinan...Na hindi pa gaanong mapigil ang pag-alab bangis nang kalikasan... Mga malalakas na hagupit ng alon...Umaga pa noon, sabado, walang klasi, galing ako sa boarding house, kaharap ng elementarya malapit sa PSAT...Mababa' pa ang araw noon...ang dagat parang nanunukso, parang hinihila ka para maligo at magtampisaw sa tubig alat...Para ko pang nakikita, mga mangingisda na hawak-hawak ang mahabang "fishing net" sa tabi nang gulpo...Tuwing tumatama ang matataas na alon, may mga ilang isdang bangus na hilo' pa ang tangay-tangay nito ...ang sumasabit sa net ...Mga ilang babae na sunog ang balat sa kababad sa araw...may daladalang malalaking bilao... maaring asawa nang mangingisdang ito, inaantay nila ang mga nahuling mga bangus na isa-isang kinukuha sa "net" at binibigay sa kanila para ma-ibenta sa palengke...may tumatawag sa akin sa likod, napalingon ako, nandoon nakangiti ang isang matangkad at magandang dalaga....Sabi niya uwi na tayo, baka hahanapin siya nang nanay nya na balak pumunta sa Dagupan para mamalengke...Ngumiti ako sa kanya...Ngumiti siya sa akin...Hinawi niya ang buhok na tumakip sa magandang mukha niya dahil sa lakas nang hangin...naka-shorts siya...hawak niya ang kanyang tsinelas na spartan, habang nakayak sa buhangin...Lumapit ako sa kanya at inabot ang kamay niya...Pinisil ko at inilapit ko ang mukha ko sa mukha niya...parang hahalikan.. Sad to know na ganun ang nangyari sa psat. I entered Psat in 2001 and graduated in 2004. I was amazed na once upon a time, Psat was such a good school as many of you are saying from batch 80's and 90's. Nakakatuwa na may mga tao na sadyang nagmamalasakit sa kanilang pinagmulang paaralan, and trying to save it. But we are just part of Psat, and Psat was just a part of us. I think mas mahalaga na lang ngayon iyong mga nakilala, naging barkada at matatalik nating mga kaibigan dahil sa Psat. Siguro kami ng mga tropa ko iyong panggulo sa Psat noon. (Siguro lang ha) Pero its good na hindi lang puro academics inatupag ko. I also tasted the coconuts one of the person here saying, w/ my COCC friends. They climbed i eat hehe. BTW: how is mrs Carmen Soriano? Is she still well? She is one of my most memorable teacher there in Filipino subject. I heard Mr Conrado Casulla already passed away few years ago. Sa mga naging kaibigan ko, Jaypee, Ronjiel, Melvin, Rio (yong) Lawrence, Mark, Tarzan (Christopher), Robert, Benjie and others that I was not able to mention their names, We shared good memories.

(From provincial newspaper,Sunday Punch column, "Playing with Fire" by Gonzalo Duque, posted 12/13/10)...We received lot reactions to our column last week criticizing the state colleges and universities when we said that they have been making a mockery of their mandate for competing with their private counterparts... Irate individuals and groups sent us several dossiers denouncing abuses made by a state u in Lingayen where officials were feasting on the school's purchasing functions. Ay grabe so naawat bna ayan makter ya lingkor, agagui. We simply said last week that these state colleges and universities were converting their privileges into self-imposed ones accorded their private counterparts, but here came a savage torrent of exposes that show grave and wanton abuse by a state university which should demand immediate and deep investigation because government funds are massively going private hands managing the school... Our President, P-Noy, was perfectly right in stopping the establishment of state colleges and universities because they are unduly competing with their private counterparts and therefore defeating their very mandate of providing access to higher education. We argued that they were supposed to provide more scholarships and funding assistance to students in order to enable them to acquire higher education... Letter writers sent us volumes of documents exposing age-old anomalies particularly in the misuse of public funds that could warrant imprisonment and public censure. Due to lack of time, we shall defer details on this account, but you can be sure the documents will reach the proper agencies. Those who are on the take should be worried, but the innocent can sleep well... We shall soon make a position paper for the conversion of these so-called stage colleges and universities into public high schools to solve the chronic lack of classrooms. The correct policy is sana, one state college or university for one region. That, under the premises, would be the ideal set-up... But the more we get into the subject, the more ugly facts are surfacing in these state schools' elaborate, creative and enterprising operations. Abangan!

With due respect to you, we should not blaimed the former instructors of PSAT if they moved to Tesda. Kung papalubog na ang PSAT at maliit magpasuweldo because of lack of supports from the DECS. Its natural for them to transfer to other institutions. Its not logical to work in an organization na papawala na, papalubog na at walang "future." Ang alam ko, tinatanggal lahat ng benepisyo for those working sa PSAT because the budget are started to be depleted. Kaya let us be pragmatic and reasonable. Hindi kasalanan nang mga instuctors yan, parti yan ng "sel-preservation." Maski ikaw seguro if you put your self in their shoes. Ang dapat tutukan ay yong nasa itaas, the one who changed or made the bad policies. As a product of the "old PSAT", our former instructors, majority are retirees at yong iba naman , tinawag na sila ni Lord, tinuruan tayo nang tamang pag-iisip at desisyon. Hindi dapat pasamain lahat just to prove our accusations na maraming maling nagawa sa PSAT. We can't correct the wrong from right, by using the wrong reasons.I am proud of my instructors, the way they moulded us. We owed to them what we are now. They gave us the foundation we need. From the column, "On Target" by Ramon Tulfo (Philippine Daily Inquirer) dated 10/02/2010...CORRUPTION- TESDA:...At the Technical Education and Skills Development Authority (TESDA), its former head, Augusto Syjuco, allegedly spent P134.383 million for the printing of Arroyo T-shirts and to promote GMA’s scholarship program.... Syjuco also spent P24.859 million for TV commercials, according to a Commission on Audit report...Ang daming "dirty deal" ng Tesda, panahon ni Syjuco, under the administration of GMA. So lahat ng alipores down the line, nagkakuwarta, kasama na bininta ang PSAT.

The plan for the cruise ship is a re-union for hard working PSAT alumnus living in this part of the world. The alumnus will be joined by their espouses or their families. Its like when we and our families join a group in our district and visits Hundred Islands and stays in one of the Lucap's hotels for overnight's fun and fellowship. For families living in USA and Canada, joining the cruise ship liner is a great way for relaxation and meaningful vacation. Cruise ship fees are varied, depending on several destinations, durations and packages. This meeting concerning PSAT is part of the activities. The group want to strengthen the relationship by travelling together and see the beautiful sights and the wonders of nature. I don't know how are you going to execute your plans, but I believed you guys are going the wrong direction. You can not attack these scum bugs directly, most of theme are very influential, you need to think of a better way. I believed penetrating inside TESDA will be a better start. Once your inside already, it will be easier to acquire evidences plus it will be easier for you to learn how these dick heads operate. From there you can plan your next step. Fighting with them head to head will be suicide, you will just be waisting your time, ,money and effort. I'm sure they are more ready than you guys. This is the plan .. We will have to register a non-profit organization here in the US (PSAT Alumni International) We will ask for tax exemption and tax deductible for all donors. Register a non profit organization also in the Philippines. (PSAT Alumni Philippines) Once this is done .. The organization will have a legal identity to tackle all complains and lawsuit if needed. The cruise ship is a first step. The 20 alumni will meet and draw the position paper.. goals and mission statement. In short it will be the first group and shall be called incorporator. Sign the application and it will be submitted to federal dept. No money nor contributions shall be collected nor taken out. If it is registered with Federal Gov. there is a safeguard for those people who plans to plunder funds. There will be yearend audit and all transaction will be transparent. Any violation shall be federal offense and again it involves jail time Once we got the status hopefully somebody will have to work in the Philippines to register the organization in the Philippines. This is the time we could look in the documents and find out the necessary papers, permits and have Legal Identity in governmental organization and court justice. All money will be transacted by both organization. US donation and grants will be channeled to Philippines and eventually to PSAT. This will simplify the paper trail and transparency. After this is done I will look for foundations that are willing to help our ailing school. We need to video the present situation. Interview some students and teachers. The next step is to write grant request to those foundation. As usual the granting foundation will require 25% total cost of the project to be shouldered by the institution. Where are we going to get the 25% ? That is where the alumni, company sponsors come in and raise the necessary funding. We will need to move in a synchronize manner. All signatories(Philippines) to fund issuance shall be security bonded so that they will think twice if they run PSAT funds intended for project. Bonding company shall run after them By the way the small business (sison computer services) one income generating aspect is to write grant request to foundation and I am getting paid 6% as administrative cost. I target foundation that at least gives out $10,000.00 as minimum. I wrote grant as low as $10,000 and as high as $100,000 Don't take me wrong I will give my services free to this aspect. To rebuilt PSAT is not easy task. The first project I am planning to get is on the technology aspect. It will be computer repair/programming and networking. The second will be the robotics and automation. This is a hot stuff in grants. Again I can't promise but I will try my best and with the help of all. The other thing is, I can't be one of the incorporator since most of the time I will be the one who will be writing grant request and it will be conflict of interest. The forum is just a way to vent our feelings on what happend to our alma mater. You are there in Las Pinas? What did you do to help PSAT? Ex-Mayors, ex-governors , ex-congressmen, ex-public officials and their cohorts are being sentenced from the deeds they done 10 to 15 years ago. Yes, the country's justice grinds slowly, but God does not sleep. If not, the Providence justice will taketh what man forced for himself because of his greediness and selfishness. With your indulgence kabaleyan , if you want to help PSAT, pls request your batchmates to collect all relevant information regarding PSAT's problem. Write it, record it, collect all bits and pieces, then keep it in a safe place. Pls. contact other classes to do the same thing.Later on, some of co-alumnus will contact you or your class. We can't pin them down if we got only hearsays or "chismis," which is not admissible in the court of law. But we need the "leads", the names of people probable envolved, and the things they done. We are in a democratic country where we have due process. Our laws says, unless they are proven guilty, they are innocent.But if they knew that there's a group monitoring them, they might change their mind. When you file a criminal case against them in the court, we should have a concrete evidence. Even we don't have evidence yet , the "leads" or this chismis will lead us to it. We will tap legal circles as well as the law enforcers to do these job for us.We said often, "if there's smoke, there's a fire.". Your classmates will make a great difference amigo. What we need now is unity. We dont need to fight each other. Because in unity there is strength. The class 74 starts their plan for this cruise ship project .Other batches will plan a parallel projects to do the same thing, for example,call for get-together party,discuss in an open forum, then there's someone who will volunteer as a secretary and records the discussions,then make some plan. If all batches classes will do the same thing , then there will be a big chance that we can do something for PSAT. This is a serious business, if your interest will later on taper-off or the other party will move against you, then it will die a natural death and wither like a delicate plant. If you are really concerned as what you said, then LETS DO IT the NIKE way. Don't wait for other classes to do it for you. Our saliva will not prevent these people to do nasty things about our alma mater. Let us show these people envolved that majority of PSAT's alumnus cared so much for our alma mater. I fully agree with the views of Roberto B. Sison. When you said you want to help PSAT, how do you do it?...What group who will be incharged for collection , and for utilization of collected donations? Is it not enought, and what is our plan, how effective the plan is ?..It needs lots of preparation and there's no existing active organization who will coordinate with many alumnus and talks to officials from DECS and TESDA. When you have plans, start with re-organization and conduct meetings with dedicated alumnus. This cruise trip is a great idea not only for fun but to poster unity. Maybe the class 74 will initiate workable plans that will infect other classes to do something for its alma mater.Its not only the money (which is not enought) but the position papers and together with direct appeals and meetings high government officials who can really help PSAT to recover and pursue its mandated duties. If you think, you just plunk your donation and somebody will take care of it, then you are not living in this world.

Instead of having a just a vacation we would like it to be meaningful. We would like to meet each other and hear each other experience on our stay in the PSAT. To tell you the truth, to help PSAT is hard. There are so many uncertainties. One of them the property boundaries with co-existing institution. Second there is a need for a organized plan, goals and directions. At present there is no Alumni Association that help track the addresses of alumni. Even class 74 we are having difficulties in contacting our batchmates. One of the class 74 re-union we discussed on how we could help. We explored and brainstormed ideas but we did reached nor agreed because of so many uncertainties. Who knows there is something that will come out from the re-union, but no promise nor commitment. Once there is an organization we could move in a synchronized manner. Pakiusap lang .. we worked hard for our money and if we reward ourselves having re-union in a cruise ship, huwag mo sanang masamain kaibigan.

we have two kinds of people bad or evil. when it comes to money or hunting treasures they will try to find it even digging the ground to find that treasures.that's what they did to PSAT until all the buildings collapse and cannot beyond repair then tesda came in PSAT shrink.Our school is a very historic because in our province before our time there are only two high school and psat is one of them and i'm very proud of it.my father,brother sisters are all graduated in psat.the principal should have big role on this but he is not giving anything how to approach the problems.all allumnais is there any among you have any friends working with the government? i think this is the only way to solve this kind of problems.or we have to petition addressing the situation to the highest authority like the President.i hope all allumnais involve and think of something how we can get psat back as what before.keep plugging i know somebody out there can help! happy thanksgiving to all.

I agree with you Luis and Batch 80. I don't know Mrs. Alcantara personally but a teacher can't be influential enough to create the problem. There are several things that happened. Remember the earthquake ? Some building were damaged. Then water sipped in and it was total neglect. Then na-oso and sunog. PSAT was not spared.. even the Elementary Central School building(nearby) was burn out too. Then there are treasure hunters.. digging every corner. Result.. singa inalubok na baboy. it was not a techer but those previous administrator could talk. It was those principal who sold the school property to TESDA who were promised with career advancement (matamaan huwag magalit mahiya ka na lang).Instead of repairing those post war buildings they built new building with _____ material and it deteriorated as an ice will melt in a sunny day. That is reality and soon PSAT will be history. Even the pricipal will not even write an update on real issue with PSAT.

Batch 79 had a reunion few years ago and I was lucky to attend that celebration because it was in time for a yearly vacation. It was really a shock for me to see our school PSAT( with a large quadrangle, spacious calssrooms, big blgs for every trade department etc before) and now only few clarooms are available for students and the saddest part is, the classooms are delapidated. I was one of those from batch 79 who contributed to the painting and repair of the classrooms. It was really a surprise to me how a pupolar and famous trade school like PSAT suddenly became a squatter so to speak in own property. If not because of this school, i wont be where I am today, having worked in many countries around the world and now a citizen of the Unitd States. It is so sad to learn that because of corruption, the priviledges for the poor students to get education was taken away. Shame on you people who did this to our beloved school PSAT.

Simple arithmetic my dear Watson.No additional fund for PSAT kasi baka plano nang ibebenta ang mga properties??? Kung ibebenta mo ang lupa mo, kailangan mo pa bang gastosan for development? Now kung lalong reduce ang students population, they can easily justify na walang expansion, so lalabas na nakatiwangwang ang lupa. And you dont need this large tract of land di ba? Kasi iniba nila ang mga kurso, purely vocational na, posible mawawala na ang ROTC course.Tapos sasabihin na ,deal na lang natin ito sa mga interesadong negosyante, kasi we need money for operation??? Unfortunately, PSAT is gone for good! No one got the balls to fight the TESDA. TESDA used to be the "squatter" in the late 90's, who then took over the entire PSAT area. The current Principal did try to fight the TESDA administration, but the "fat cats" of TESDA won't give back what they have taken, you know why? SIMPLE, MONEY is the answer. Those free courses that were offered back in the old days as part of the four year secondary currilculum, is now a history. A few years ago, School officials were told to get rid of the vocational courses from the curriculum so TESDA can take them and offer them to high school graduates, for a fee! Nothing is free anymore. TESDA is supposed to be a government program, yeah right! Ask anyone who have taken a vocational course at TESDA. They will tell you the whole story. The only one I know (at least, in the local government who cares about PSAT) is the governor. He donated a new building which houses the computer room for the students of PSAT. Parents are begging the school officials to bring back the courses which were offered back in the old days, but, no one is listening. Low income families can't afford to send their children to a four year college in Dagupan or in Manila. The only alternative is to send their kids to A SCHOOL LIKE PSAT. but, psat is no longer the old psat. Now, parents who cant afford a four yr college for their kids, have no choice but to settle for TESDA, and yes, TESDA charges tuition fees. Alot of parents want the old PSAT back, but,it won't happen. PRINCIPAL CAN'T DO IT ALONE! The fact of the matter is, a few of the old teachers who are still in PSAT are trying their best to support the principal and really doing what they can, trying to take back PSAT from TESDA, but it is not happening. A VERY COMPLICATED LEGAL ISSUE IS INVOLVED IN THIS DRAMA. We should write a formal letter to the current Education Minister, CHED, AND TO ANYONE WHO WOULD LSITEN and see if we can find a solution to the problem. As an alumni, we are entitled to an explanation.

To all PSAT Alumni I would like to float this idea to all resident in North America ( US and Canada).I would like to organize a re-union for all PSAT alumni. To simplify preparation and cost let us have a re-union in a Cruise Ship and target date will be on fall. Again this will be the cheapest since hotel cost and food will be included and beside we don't need to rent a hall for all our activities. The boarding location shall be determined by the number of participants. Majority wins. Archie (class 81) and I did discuss about it. The location of boarding port shall be either New York, LA , Florida or Houston. This is a message to Alvin, With the present situation in PSAT you mentioned that PSAT has changed for the BETTER... I don't know what you are talking about. TESDA is a different institution and PSAT has no judisriction over that school. The PSAT don't have any administrative office at all. For the Don Narciso Ramos Sport complex is no longer a property of PSAT. Yes it is true that PSAT uses some of the rooms as a classroom but again it doesn't belong to PSAT.. in short PSAT is a like a squatter in its own property. Those rooms are rented out to some religuious group during weekend and the rent don't go to the funds of PSAT. I talked to a lot staff and we agreed that PSAT had shrink. Our class can't even think of a project due to so many uncertainities. Let me ask you this question ... What are the vocational course that PSAT is offering to high school student.. If you could name at least 4 let me know... When you are a graduate of PSAT could you get readily a job based in your training nowadays... ? Is the facility now better than what we had in the 70's and early 80's ? Please open your eyes buddy

To : PSAT High School Class of 1981 Its been 27 years since we left the portals of our beloved alma mater - the Pangasinan School of Arts and Trades. I can still remember, in nostalgia, the first day I step into the doors of PSAT wearing short pants as a high school freshman. I consider my four years in PSAT one of the happiest, meeting friends, playing the famous "siyatong" at the back of the school campus, speaking out and expressing our minds at the drafting section with the great teachers ever assembled. But looking at PSAT nowadays, gone are the old trade buildings,the quadrangle, the foodball field and PSAT is now divided into two (2): PSAT - Department of Education and the PSAT - Technical Education and Skills Development Authority. But the good news is it that PSAT has changed for the better with new facilities and the large track of land at the back of of the school campus where we used to march as young cadets and eat under the coconut tree during lunch time with the favorite viand "Balatong", was transformed into the 9-hectare Don Narciso Ramos Sports and Civic Center, the site of the 1995 Palarong Pambansa. A lot of transformation is taking shape in Lingayen and we welcome the efforts to hold our first reunion. Count me in classmates!

Instead of a website, I opened a common Friendster site called: PSAT81 for us all. It is free. The only thing everybody in our batch to do is open a Friendster account (it's free) then add PSAT81 as a 'friend' you have to use my last name: basa in the 'last name' space. Reminiscense of a Batch ‘81. The first thing I remember about PSAT is the oval shaped, waiting area at the end of the drive way towards the Admin Bldng, a favorite girl watching station. I was a nervous teenager, then, from Dagupan, coming to take the aptitude test, was having a bad bout of cough and sinus congestion, not knowing anybody. I noted many of the local kids who came from the elem. school next door greeting each other and happily chatting out the summer’s adventures. I felt jealous. But noticing other kids as nervous as me gave me more confidence, a lifetime of precious memories followed. What brought me to Lingayen, is that my father believed that the more people I meet with different life backgrounds - plus a trade will help me be a well rounded individual with a broader point of view. PSAT is one of those institutions that gave that. I met friends not only from our province but from many. Although, I am in the paramedical field right now, knowing some stuff in electronics helps me understand new technologies. Learning how to draw – though it is not our major helped me develop what little artistic abilities I have, which I still apply now, (I can still do perspective drawings, and letterings, sometimes just to impress my kids.). High School is a very formative season for young minds. A lot of firsts happen to us in a setting where we try to find our way around on our own independent from family. Crushes, first taste of beer and ginebra (with whatever makeshift pulutan available and affordable), for the more adventurous, first love and kisses… JS Prom with a great live band, and a group of us boys slept in the school afterwards with the mosquitoes. Remember Room 3. Watching tennis matches in the court. Pulling the chair from behind a classmate, him ending on the floor, BAD JOKE, I’m really SORRY, Jess. We had great teachers, top notch. Reminiscense of a Batch ‘81. The first thing I remember about PSAT is the oval shaped, waiting area at the end of the drive way towards the Admin Bldng, a favorite girl watching station. I was a nervous teenager, then, from Dagupan, coming to take the aptitude test, was having a bad bout of cough and sinus congestion, not knowing anybody. I noted many of the local kids who came from the elem. school next door greeting each other and happily chatting out the summer’s adventures. I felt jealous. But noticing other kids as nervous as me gave me more confidence, a lifetime of precious memories followed. What brought me to Lingayen, is that my father believed that the more people I meet with different life backgrounds - plus a trade will help me be a well rounded individual with a broader point of view. PSAT is one of those institutions that gave that. I met friends not only from our province but from many. Although, I am in the paramedical field right now, knowing some stuff in electronics helps me understand new technologies. Learning how to draw – though it is not our major helped me develop what little artistic abilities I have, which I still apply now, (I can still do perspective drawings, and letterings, sometimes just to impress my kids.). High School is a very formative season for young minds. A lot of firsts happen to us in a setting where we try to find our way around on our own independent from family. Crushes, first taste of beer and ginebra (with whatever makeshift pulutan available and affordable), for the more adventurous, first love and kisses… JS Prom with a great live band, and a group of us boys slept in the school afterwards with the mosquitoes. Remember Room 3. Watching tennis matches in the court. Pulling the chair from behind a classmate, him ending on the floor, BAD JOKE, I’m really SORRY, Jess. We had great teachers, top notch. I read with nostalgia posted comments on our PSAT web page. those were the golden circa of OUR dear PSAT (1970 - 1980 )to which i was very lucky to be part of. I too laid my footprints in the corridors of our dear trade high school....and yes the ambiance of that circa was comparable to the best schools even in America where I was given a chance to have a short term course in relation to my kind of work. PSAT was a legacy the Americans left us, a heritage we did not took care of...(as its present state is very dismall and sends every alumni to shiver upon a visit....for only in the Philippines that a boarder sends off the house owner to the servants quarters and occupy the masters bedroom and living room....)Gone was the "PSAT of our minds"....that wonderful girls trades architecture, that great trade drawing building, our Boys Trdes buildings where work was abuzz with different skills for work...that old reliable academics building that despite our halfday session we still can rub elbows with the best academic schools of the land...aha our quadrangle where we converge and compete with each level our talents academically and where the tradional JS prom was held and nervously dancing our "first loves" our very emmense parade grounds with the cool breeze of Lingayen Gulf, the coconut palms minus the nuts as we climed them during our COCC days for our merienda when Mama Icong Rosario is not on patrol....least that hexagonal kiosk a pivotal landmark for PSAT where many great friendships were born...OUR DEAR TEACHERS and ADMINISTRATORS who holds the very essence of public service very rare nowadays... ahhhh many monuments in our minds where we were molded academically and technically, Lucky for us to have savored the legacy it brought to our lives... hardwork. The scenarios are still very fresh even after 28 long years...the spic and span campus where almost every town has its own son or daughter... Yes it was a a Common Tao's school since it was trade (line of work)that was incorporated with academics. How much am thankful for the blessings and friendships it brought to its sons and daughters! Auralyn Baliton, the second of eight siblings, was also graduating with honors from the Tayug National High School. She had accepted her fate that her schooling would stop upon her graduation..... Her father had no job and her mother’s earnings as a teacher were barely enough for the basic needs of their big family.... In the same situation was Ma. Theresa Nolledo, who was also graduating as an honor student from San Quintin National High School. The salary of her father as a municipal government employee would not be enough to send her to college..... “I had accepted the fact then that I would not go to college,” said Nolledo, the third child of eight..... But by a twist of fate, the three girls would end up being classmates at Pangasinan State University here when the school year opened in 2004.... Sweet victory.... They were granted scholarships by the Seattle-based Washington-Pangasinan Sister State Association (WaPSSA) after a stringent screening process.... On April 4 this year, they will be graduating cum laude with Bachelor of Science degrees in Secondary Education, major in English..... To Bandong, the second eldest of six children, it was sweet victory. To Baliton and Nolledo, it was a dream come true..... For one, what they went through the past four years was as excruciating an experience as any student could imagine..... “It was a constant day-to-day struggle,” Bandong said..... Although the three were WaPSSA scholars, their grant was only $400 (approximately P16,400) a year each and it was only for school-related expenses..... The money had come from WaPSSA officers and members, led by National Federation of Filipino-American Associations national president Alma Quintans-Kern.... So far, WaPSSA has sent 33 students to college and 30 of them have graduated, including 12 who are graduating next month.

I finished my 2-yr technical course in the year 1975...I applied my course for only 3 months in Pangasinan... Then went to Manila to "search for my future"... Althought Im not a drafting tech graduate, I was hired as mechanical draftsman in the same year(1975)... My excellent training in drawing subjects gave me a big "boast" in my application...The engineering company who hired me, envolved in design and fabrication of equipts and machineries of edible (coconut) oil refineries, laundry soaps factories and industrial chemical plants...Fabricated equipts were exported to other Asian countries like Malaysia, Indonesia and Ponapei Island...I was a working student at that time, taking up engineering course at night in one of the universities in Manila...I met Eng'r Obet Pagdanganan, who was one of the top executives of Phil.Refining Co./Unilever Philippines...He was also my professor in plant design and feasibility studies subjects...He was not yet envolved in politics (later on became a Bulacan Governor) at that time...In 1977 I was hired as production supervisor of Malabon Soap & Oil Factory,Inc. incharged of evening production shift... After graduation(1979) I was accepted as jr. plant engineer of C.C. Unson, Inc., manufacturer of Motolite Batteries...Then after one year (1980), I was "pirated" by Ramcar,Inc.maker of Powerhouse and Oriental batteries, also a franchised holder of Kentucky Fried Chicken (KFC) and Mister Donut (later on)...In 1983 I resigned and went to Saudi Arabia as OFW and worked in the engineering and maintenance of a military academy in Riyadh...Returned to the Philippines in later part of 1984 ...In 1985 I was hired as Engineering Manager of a foreign based company...Those were the days my friend ...It looks like my past resume, but it was at this school who gave me the "break" and molded me...The turning point of my life started the moment I stepped on the "hallowed ground" of this school...It gave me the confidence to go on and courage to face difficulties in life...I owed to these unselfish instructors and the school itself...Mabuhay ka PSAT!!!

To 1975 Technical course, thank you for your flashback, I appreciate it very much. Pls allow me also to contribute another story as told by my deceased father when we were residening near Artacho... There was an old tale about the old cemetery near the Lingayen Beach. Many years ago there was a big flood happened in our town. Due to strong typhoon, many tombs were cracked open and the coffins inside were carried away by the strong current to the Lingayen gulf. For several months, the people of Lingayen and nearby coastal towns don't want to eat fish and other products from the sea. Imagine floating coffins with dead people inside (Im sorry for those people eating while surfing the website). I can still imagine the old cemetery because when I was still studying in PSAT, we can see it every sunday during our ROTC training. Thanks for the memory!

The Drafting I learned in PSAT had a lot of influence in me too, that old cemetery you are referring to was our training ground for our Lettering during "Pistay Inatey". Anyway, those valuable lessons taught me how to draw, I created some works of Art (Paintings) which made it to a Gallery here in LA, I only do it as a hobby. I now work for the Agriculture Dept. I still owe a lot from that very foundation I learned in PSAT.

Yes, I can recall the best time I had as a DRAFTING student. Mr. Tantoco used to say "diman mangala kayo na t-square" his hand pointing to the old cemetery in a distance. Nag migrate ang buong pamilyo ko dito sa america some 31 years ago and landed a job as a Drafter. Now I still remember PSAT dito ako nagsimula.

With regards to drawing class, it might be possible if they are using the Computer-Aided Design Drawing (CADD). But the isometric drawing is considered one of the basic course that should be learned by either drafting tech. or architectural students. "Matrabaho" we call it, but just like learning the A-B-C's of arithmetic, the teacher will not allow the elementary grade pupils to use calculators. Pertaining to abundant cellphones, I-Pod, handheld games like PSP and other eletronics wares, these will not discourage the students to learn more. But if the instructors or the lack of support of the schools administration or shall we say , "walang kalatoy-latoy," students will sleep in the class, some will day dream then make "lakwatsa" to the malls like what is happening in some cities in Metro-manila. Here in USA, there are lots of these electronics wares but due to serious emphasis on providing knowledge and skills to the students, the School board are monitoring the progress of each schools, implementing the law of "No child left behind." We can not compare the educational systems of USA and the Philippines, but if we can just copy the present set-up of Science Schools in our country, we can say that we can be at par with most of the USA schools. But the science schools here are being funded seriously and the gov't provided scholarship to deserving students. In a typical USA classroom,even in a far flung location, one class room is complete with PC and its peripherals , internet connection and teaching aid materials. But in some of our barangay schools, due to lack of classroom, they conduct their teaching near the trunk of mango tree. I believe that during our time in 1970's to 1980's but I do not know now, we were educated not only as technical proficient individuals but our common liberal subjects, gave us complete all-around knowledge that prepare us to be a good learned citizens of this country.

Our memories will take us back in time, we can recall the best times we had as students, one of the things about PSAT is we can always have Picnic at lunchtime by the Palm trees, kahit tuyo ang baon mo OK lang. Once the loud siren goes off, the lunchtime is over. Times has change now, students are more glued on their cellphones, TV, movies etc. They have a lot of distractions, during our time in PSAT we have to do our Isometric Drawing Plates, which takes a lot of time to make with an ink. I do not know if they are still required to do drawings.

I remember our school newspaper, The Pangasinan Craftsman...Di ba si Mrs. Sison yong adviser noon?...Saka magagaling ang mga instructors natin na karamihan nag-retire na...You mentioned Miss Tantoco, di ba yong father ,instructor natin sa drafting class if Im not mistaken?...Masaya sa campus noon, feel mo na "on top of the world" ang mga students...Di pa nga graduate, kinukuha na nang mga kilalang companies...Di lang magagaling sa technical ang mga nagsipag-aral, pag may cultural shows at class programs na ginaganap sa stage, mahusay sa arts...Kumakanta, nagda-drama at sa declaimation...Daming students from all over Pangasinan at proud ang mga parents natin na dito tayo nag-aaral...Sa library natin maalala ko ang mabait na librarian na si Ms. Untalan...Malalahanin sa mga mahilig magbasa sa loob...Sa ROTC naman saludo din ako sa disiplina pinapairal ... Matindi talaga ang training noon...Basa ng pawis at bogbog ang katawan pagdating sa hapon ng Linggo paglabas sa campus...Luma ang mga technical buildings pero yong mga lumang machineries for training, inaayos mabuti...Yes, dagdagan ko yong sinabi mo na I know you got it from the old but familiar song..."Those were the days my friend...We thought that never end...We sing and dance"...MABUHAY KA PSAT!!!

Kabaleyan, you make me cry! Those were the days my friend...I was with PSAT Drum & Buggle Corps before , Miss Tantoco was one of our sexy majorettes that time (nasaan na ba ang maganda, maputi at matangkad na binibini?) ha ha ha ha!!! Yes I remember we call the ROTC office as DAST (Dept.of Army Science And Tactics). Pls include Electronics and Communications Dept..Salamat kabaleyan, pati ako pinaiyak mo.Totoo hindi lang sa buong Pangasinan sikat ang mga PSAT graduates kundi sa buong Pilipinas at marami pang nasa abroad.Di ba ikaw nasa ibang bansa ka rin? Kuwento pa kayo. It makes me proud as an alumni of PSAT.

To "Alumni" thats splendid idea!...Yap, the logo of our alma matter is really awesome...That glorious day,this time I can feel the lump in my throat , remembering the old time, I can feel how proudly we stand before the world...From machine shop to electronics, electrical to marine eng'g...from drafting tech to all technical courses...then the Food Tech for ladies and so on...Everytime we had festival and class parties, I can imagine "taste" of the food they prepared...Just like the 5-star restaurants served to their delicate customers...Even our ROTC, one of the best in the Philippines...We were then in the Top Five Best ROTC units, besting hundreds or thousands(?) ROTC units of colleges and universities in the whole country...We all handled real rifles, yes, not those wooden rifles we see now... hundreds of reconditioned Enfields 30.03 rifles with some garand rifles without the firing pins...We had 1 mortar and 1 cal.30 light machinegun in our ordnance room...Those cadets officers, many of them joined the AFP and PNP..some went to PMA after they graduated from PSAT high school...I know quite a few high ranking officers... I know one with the rank of Senior Supt. from Libsong...some are now retiring from the services... We got the best drums and buggles corps...Those gorgeous majorettes and the talented member of the bands...At night time, lots of vocational students filled all the shops...Now these graduates, you can read their names and the shops they operated in the whole Pangasinan...Yes, PSAT is worth remembering and let us share something for this alma mater...

I researched TESDA through their website: http://www.tesda.gov.ph/eTESDA/ and it seems that the news for its coming diminish is totally false. I made several calls to my friends occupying positions in DOLE which supervised TESDA this afternoon. They're asking me where did I got this information? Tesda is an accrediting arm of DOLE for technical workers and sea-farers. They have large training shops ang laboratories in Metro-Manila.Now they included in their charters the training of call centers' prospective employees. If there are "intramurals" within the organization, this is normal in every institutions. Like my DOLE friends said to me , "nakuryente ka brod sa news."

What we need is somebody in the Philippines who will go to the main office of TESDA and check the story about this matter. The article that was mentioned by the informant did not give any categorical information about the questions being raised here. I dont believe that TESDA will be closed. Because according to the information I gathered, the office of the President has mandated this office to be active on its objectives. To all PSAT (Lingayen ) Alumnae If there is a truth in the news that TESDA will be soon cease to operate, let us vigilant on the next move. It will be a great opportunity for PSAT to recover those PSAT property that was taken by the TESDA. Let me put this way .. during those glory days of PSAT (Lingayen) as soon as you graduate in the high school you will have the capability to work in the industry. You could be a auto mechanic, diesel mechanic, carpenter, electronics , electrician, or machinist. Parents don’t need to get a loan to send you in high school and get any trades of your interest. I’ve in contact with a lot of alumni and I was able to find out that a lot of them didn’t pursue higher education but still successful in life. Some of them are entrepreneurs ( own a automotive repair shop) , even those alumni that were lucky to join the US Navy, the trades that they were able from PSAT were used to get advancement in their rank or position. Again if we need to bound together specially those in the vicinity of Lingayen, the time is now and help our alma mater. A help to our ALma Mater will a help to our poor and talented kids in our community to have a chance to get trades and have a decent living.
