It was announced on National Television that Dengue Mosquitoes do not only breed or stay in clear stagnant water but also in cool places such as inside the closet, under the table, plant boxes or the likes. The public should be aware that these mosquitoes no longer attack only in the afternoon but in the morning as well. So far, Balungao is in full alert with cases that may be reported to have similar symptoms to dengue fever, typhoid or flu. Please inform your love ones to be extra careful and the first signs of flu must be given immediate attention and be brought to the nearest health center or clinic for proper diagnosis and treatment. Keep surroundings clean and remove empty bottles, cans, or anything that may accumulate rain water that could become breeding places for these deadly mosquitoes. Regarding your claim that some people in the town don't know the difference between a plant box and a garbage can, why don't you put the rules/guidelines in writing? Signs should be put around town that would tell the Balungenians that you are indeed serious in your cleanliness drive. Stall owners, and even home owners should be given memos re the "tapat mo, linis mo" campaign that you want to implement. You could even designate green police officers like what Rosales did. These things would show the people you mean business....you said maraming bibili sa palengke kapag malinis ang lugar. True. Hindi lang dapat malinis, mayor--dapat maayos din.As it is today, ang gulu-gulo ng palengke. Hindi maayos ang mga nagtitinda. Lalo pa ang kalat kalat ang mga tricycles, me mga tyangge pa kung saan saan. Though there are still others who unfortunately do not know the distinction between a flower box and a garbage can. Paunawa lang, may mga tanim nang halaman ang mga flower or plant boxes sa park at palengke... hindi po ito mga basurahan. Kung nasa tapat ng pwesto ninyo ang mga ito, maaari po bang hwag gawing imbakan ng mga basura at panatilihing malinis at maayos ang mga tapat ninyo. We are taking pains in cleaning and improving our market not just for people to trash it but to appreciate what we have. Pag malinis ang kapaligiran, mas maraming bibili. Konting disiplina lang ang hinihingi natin. Also, the water supply in the market area is only for market use and not for personal use (for bath, to clean vehicles, plates, clothes, animals etc.). We are in the process of repairing all the busted pipes and faucets in order not to waste precious water. We're lucky to have an abundant supply unlike other places where water is being rationed. However, if we are to use what is being supplied by the Water District, we should apply and pay for our own usage just to be fair to those who pay more for their permits and water consumption. Also, I would like to take this opportunity to thank the Balungao National High School CAT/MAPEH 4th year students and their teachers, the Municipal Tourism Team, the Clean and Green Team, and the Municipal Utility Personnel for the fantastic concerted effort in clearing and cleaning the road and road sides of Napudot Road (Road going to Hot and Cold Spring) and the Hot Spring Compound last Friday. Yes, I had been very busy with so many things for the past few days. There are things that needs to be ironed and more so with day-to-day problems where our attention is much needed. I enumerated in my inaugural speech about the primary issues or matters that I would like to attend to first. And my priorities lie on basic services, health care services, youth development, senior citizens, environment and eco-tourism, cleanliness, livelihood programs, education and scholarship programs and more. Though I forgot to mention, agro-industrial programs are also on my list. How to go about all that? We are already putting some into action. Some work that are now in progress were not even mentioned in my speech. My vision for Balungao is as simple as a Parent would wish for his children... to live in a place where I can provide, seek and be in a clean, and safe place to live in; to be treated fairly and independently and be at peace; and to keep my children happy and healthy. Ganon lang ka-simple. But before anything else, kalinisan at disiplina muna because I believe it can cause a ripple effect on most of the things we need to develop or improve. Like for instance, we can not develop a healthy environment without clean surroundings or be able to promote tourism when there are piles of garbage everywhere. Make this area a showcase for cleanliness and order so more people would go there, and more business would be generated there. We are already in the process of fixing the papers and master plan of the Public Cemetery Extension and we will try our best to open it as soon as possible. Tutoo pong wala nang lugar sa lumang sementeryo at parang wala na ring respeto sa mga mahal nating sumakabilang buhay ang natatapakan ang kanilang puntod. In the average, we have approximately 10 to 11 burials per month and accommodation is already becoming a problem. Part of the improvements that we are doing is the market drainage to prevent flooding, then we go on with the construction of concrete garbage tubs within the market and cleaning up floors and counter tops. Yes, I was also told about the public rest areas and we intend to do something about them when we're done with the other things on our list. I'm also glad that our canals are functioning quite well but we are still encouraging people to clean up after their their trash or to pick up unsightly garbage when they see one and dispose of them properly. About the stalls, give us time, particularly the Sangguniang Bayan, to do our homework. We know what is going on and it's time to review the contracts between the LGU and stall owners. Also, we will be asking some business owners around the plaza to relocate or to dismantle their temporary structures in the next few months. There are many complaints regarding their inappropriate location and what they cause our neighbors. The public market, which is the town's commercial center, needs all the improvement it could get from the new admin. The drainage is a good start. Next should be the public CR, which is badly in need of repair. The third should be the stalls, they should be organized and clean. Lastly, and most importantly, the new municipal government should monitor the government-owned stalls around the market. Many of these stalls are closed/have been closed for sometime because those who paid for the "rights" are out of business already. If this is the case, then, these should be turned over to the municipal government so they could be used by some other business people. Bakit kanyo? umpisahan natin--ang bawat stall ay may bayad na "rights" upang magamit ito ng isang tao sa kanyang business. Ang mga unang nakakuha ng mga rights na ito ay ang mga "malalapit sa kusina." Karamihan sa mga ito naman ay walang ganang magnegosyo nang seryoso kung kaya't ipinagbili nila ang kanilang "rights" sa iba. Ang ilan ay pinaparentahan ang mga pwesto ng 1500 to 2000. Ang iba naman, gusto'y ariin na ang mga pwesto kahit di naman nila binubuksan ang mga ito. Ang suggestion ko ay ito, gumawa ng guidelines, mayor--upang ang lahat ng stalls ay nakabukas araw araw. Kapag sarado sa loob ng isang linggo ang isang stall, may penalty. Kapag sarado sa loob ng isang buwan, kukunin na ninyo ang pwesto and so on. Maaari na ninyong i-offer sa iba ang pwesto. This way, bukas lahat ang mga stalls. Mas magandang puntahan ang lugar kasi'y maraming paninda. Baka sakaling mabuhay ang negosyo sa bayan natin. Ipaalala po ninyo sa mga nakakuha ng rights na hindi sa kanila ang mga pwesto kung kaya't kung di na nila ginagamit, ito ay kukunin na sa kanila upang mabuksan at magamit ng iba...HINDI MAGANDA na ang mga dadaanan mo, puro nakasarang stalls. There are various reasons why people are generally resistance to change: (1) People are creatures of HABIT, and as such, they don’t like change. Changing the way they do their jobs requires learning new habits, which may difficult. (2) People gain SECURITY from doing things the same way time after time. Change brings feeling of insecurity (3) ECONOMIC FACTORS-if people feel the change will limit their opportunities for higher income, they will resist change (4) Some people have a FEAR OF UNKNOWN and (5) People may resist change because of SOCIAL FACTORS. They may believe that change will hurt their standing in the group. These basic principles will also hold true if applied to the case of our beloved farmers. HABIT- they feel that they are more productive using the old way as compare to the new one. SECURITY- they are more secure in doing the traditional way. They feel that using new system might not work for them. ECONOMIC FACTORS- they afraid that unproven new technology will limit their production. FEAR OF UNKNOWN- there is a feeling that something might not work, thus afraid to try the new system. SOCIAL FACTORS- there is an unwritten rule among farmers that whatever works for the majority why change it. Analyzing the scenario that you have mentioned in 1980, my conclusion is that change has not been properly introduced and implemented by the Change Agent then. These two factors might be the reasons why the said project was not successful: (1) Lack of training from the Change Agent – you did mention that farmers were not well trained. I think we can learn from this shortcoming by the trainers then that even how good the technology is if the execution is wrong it will prove to be useless. (2) Support from the LGU- If the LGU should have been supportive to this cause by allocating some funds to buy or loaned the farmers for the initial cost of gasoline it might eased the burden of the farmers at the start-up of the implementation of the new technology. I still believe that using new and proven technology is a key to reduce costs of production to farmers most especially labor costs. Just imagine that if we could just eliminate 25 to 30 % of labor costs from total production costs that would give material impact to the bottom line of the farmer’s income. Within the period of five years, I was very fortunate to multiply the one female cattle originally received from the project. When I attended college as working student, one of my younger brothers took charged in growing the herd. The proceeds from selling some of the offsprings helped my family in some way in coping with financial difficulties when the incomes of my parents are not enough to buy food for us. The two calves that I sold to finance my review studies for CPA Board Exam in 2000 helped me considerably in meeting my financial needs as I need to resign from my work to focus on the exam. Also, the cost of gasoline and maintenance can be extra cost and work to them, too. After two decades, there are still people who do not want to take risks to use better techniques. But still, we should encourage others that when the old ways no longer work, they should employ better ways or know how to diversify. I also encourage people to continue to make suggestions, give ideas and point out issues, so we can help those who need our unsolicited advice. Although, Rural Banks are supposedly banks that support farmers and agricultural projects, they still adhere to Central Bank policies on loans and banking systems. And their loan policy does require collateral as any other bank does. Pag walang collateral, baka malugi din naman ang banko pag hindi nakabayad ang nakautang. At ang pinaka acceptable na collateral ay ang titulo ng lupa na may best value pa. Well, the best that they can do is to provide low interest rates than any commercial bank and faster processing of loans. However, due to lack or want of collateral, people resort to loan sharks, mga nagpapautang ng mabilisan pero napakataas na interest. As I heard some charge interest at 5 to 25 percent. Ang 5 nagiging 6. At pag hindi nakabayad sa takdang panahon, the principal gains interest and the interest gains interest (compounded). The government has no control over this because these type of businesses are run by private individuals. Yes, it is true, others can be inconsiderate to the point na kahit anung pwedeng buhatin o kunin na pagaari, ay pinapatulan pa. And that's absolutely sad. If I may, I wish to suggest Mayor that you please take a look into the issue of farmers not having access to credit so most often than not, they end up as helpless preys of loan sharks. I personally feel na kaya di makabangon ang mga farmers dahil sa mga onerous interest na binabayaran nila sa mga pinagkakautangan nila. I remember that way back in the 80's my father was paying 5 sacks of palay for every P1,000 he owed. If I recall correctly, 5 sacks of rice at that time sells for P1,000 as well. Darned! those loan sharks were charging 100% interest. At a young age I wondered bakit hindi makautang ang tatang ko sa rural bank of balungao when the bank advertises that it grants agricultural loans? I also wondered bakit ang mga tao sobrang mukhang pera at sinasamantala ng husto ang kagipitan ng iba? These questions of mine remain unanswered to this date. In fact, UBAA of So Cal is already preparing their balikbayan boxes full of school supplies for elem school students in four (4) barangays.I think that's great for starters. Also, I do like the idea of establishment of small business enterprises in our town. Everything big starts from something small. We may think of some possibilities of how to give incentives to business investors, may it be tax holidays or breaks with a parallel condition that they should hire homebased workers. Give us time to do our homeworks on this aspect. Livelihood projects and backyard farming is also a wonderful idea, whether it be for personal consumption or for trade. I interviewed one entrepreneur here in our town who sold a single product but was proud to have sent 4 children to school. It takes a lot of guts to attain glory, don't you think? Yes, indeed. The people should be informed through the municipality. The tourism office will be publishing some updates on tourism and other improvements using the bulletin boards in the town hall lobby. Photos with documentations are already being processed. We are hoping that Balungao's Hot and Cold Springs, the famous Tupig and Patupat and the Integrated Goat Management be included in the Country's Book of Tourism soon. Yes, indeed. A friendly competition among the different barangays is good... apart from the Clean and Green competition, I like the idea of having their distinctive identities. We can probably encourage our more privileged kababayans to be judges and sponsors of the contests. What do you think? The issue on stray animals is supposedly still in effect. Let's check on that, too! Also, I would like to inform everyone that there are many on-going projects in Balungao and that includes livelihood projects for farmers and applicants. I encourage students to check out Tesda scholarship slots with the office of Mayor Lito and make reservations if necessary. Every year, we have practical courses being offered which may be used for domestic and international employment. Overall best design contest will be conducted in the town fiesta of that year. That fiesta will feature a parade of Barangays led by their flag bearer and followed by their athletes and residents donning their "colors". Flags are symbol of our culture and pride. The last time I visited the area which was part of our hanging bridge safety inspection in different locations, the river water isn't really very enticing as before. Our rivers need dredging and bank protections as they were damaged by the last super typhoon that hit the province last year. Ang solution sa basura't kalat... disiplina. My children and volunteers went around poblacion the other day and today to clean up walls, posts and removed campaign posters as part of the good example we like to show our kabarangayans regarding environmental protection and development. We both agree that most improvements should come from the Barangay Level going upward to the Municipal level. Sa tao mismo at hindi lang sa Gobyerno. Hindi dapat tayo nagaantay ng gracia galing sa langit kung kaya na natin itong gawin at the lowest possible costs or at no cost at all. We should know how to diversify when the traditional remedies no longer work. Mayor Lito's Barangay Bayanihan had worked effectively throughout the years as we constructed our farm to market roads and multi-purpose drying pavements, etc. Through the industry of our kababayans, we made things possible. Kaya natin lahat ito basta tulong tulong, hindi po ba? Though, the Municipal Councilors and Barangay Oficials have their own respective chairmanships (e.i. Agri, Educ, Health, etc), they may still need to double up in their efforts through research and feasibility studies in order to be more effective in their recommendations, resolutions and requests. With little resources that the Municipal Government has at this point, nakakabilib din talaga si Mayor Lito because he is able to stretch out what we have for concrete roads, farm implements to basic services, at marami pa. He has also set a good example with Peace and Order because he believes that in order to promote tourism, we must first start with a peaceful and eco-friendly environment. We also have a newly installed Tourism Office headed by Mayor Lito and Dr. Gerry Acosta, that does the researches to improve our treasure, the Mt. Balungao with its amenities. That is by dept. - Health, Education, Finance, Agriculture, etc. Vice-mayor should be automatically Head of Barangay Capts. and should also be the town Ombudsman. Barangay Kagawads will have the same structure as the municipal councilors. Each problem or project will be categorized and will then involve that particular councilor or Kagawad. Each "cabinet member" may then concentrate on their own dept. They will research, gather, and relay pertinent info. They will solve their own problems, making use of all resources, experts, other towns, etc. They could figure out their project cost and submit their own funding needs. This system will be a big help to the CEO, the Mayor, (or Barangay capts for that matter) who could attend to otherwise more pressing and higher priority issues of the municipality. All he had to do in council meetings is, after acting on priorities, go around and let each Dept. Head speak on their own dept. -innovations, projects or any pertinent issues. Amen..
