Given the rarest opportunity to serve our beloved CPPNHS as School Head (Principal) needs a lot of courage and perseverance to prove that change and reform are both essential elements for our institution to grow. This can only be achieved however if known members of the CPPNHS family recognize too this urgent need. I must admit midst our minute yet meaningful accomplishments that it's somehow frustrating due to insufficient resources to maximize our humble efforts for optimum instruction and learning. Patience still works but if only all accomplished alumni will offer their selfless services and assistance, we shall remain at the forefront of the ideals our school use to exclaim- HONOR AND GLORY. Our school management can not singly satisfy demands for more supply of books both as reference and textbook materials, scholarship, greater and equitable access to education, computers, internet services, better facilities, dropping-out of students, sports equipment and repair/rehabilitation of existing physical assets.At the end of everyday, i need too to keep myself comforted seeking for answers, IS IT MY FAULT TO MEAN BIG, REAL BIG FOR OUR SCHOOL? Hope by the time our students have graduated, I can find the answers in their hearts.

As we welcome the new school year with loads of greater expectations from among our parents, community folks, teachers and students, CPPNHS is again confronted with the serious problem of providing means for greater access to education among our youth of school-age. Last year was a remarkable experience for we have launched the adopt-a-scholar program (AASP)providing assistance to 164 poor but skilled and academically proficient students. While expressing our sincere gratitude may not be enough to compensate the selfless support gained from among our alumni, still I need to convey thank you for your unconditional support. May you feel the reality again to extend the needed support and make our youth's hope for education come true.

I was deeply saddened to hear of the death of Juliet. The thoughts and prayers of the entire Agdeppa family are with Dumaoal, Visperas and Celis family. I have always admired Juliet as a friend and classmate since Grade 1, her dedication and commitment to any activity she was involved with is beyond question. Our Class 61 will surely miss her especially during our preparation of our upcoming Golden Jubilee next year. What moves through us is a silence, a quiet sadness, a longing for one more day, one more smile, one more word, we may not understand why Juliet left this earth so soon, or why she left before we were ready to say good-bye, but little by little, we begin to remember not just that she died, but that she lived. And that her life gave us memories too beautiful to forget. I believe that GOD saw my friend getting tired and a cure was not to be. So HE put HIS arms around her and whispered "come to me." With tearful eyes we can just watched, and saw Juliet pass away. Although we all loved Juliet dearly, we could not make her stay. Juliet with a golden loving heart stopped beating and her hardworking hands are at rest now. GOD broke our hearts to prove to us, HE only takes the best.

Our 65th Foundation Day Celebration was so simple in nature. We had a Fun Walk early in the morning of September 14 assisted by our acclaimed Drum and Lyre Corps, followed by a Mass Exercise at the school campus. A brief literary program was held later attended by our Municipal Mayor, PTA, Alumni Association and Mr. Edmund Primicias to represent the Primicias Family. Highlight of the morning's activity was the Show for a Cause which showcased the natural talents of our teachers and students in the various fields of arts. In the afternoon, we had the Talent Competition for the Elderly. It was a gesture of gratitude to our elderly in shaping our history as an institution. Hope you can spend some time with our school too and feel the innovations we want to effect to transform and reform our delivery of basic education in the community. We are doing all of these with inadequate resources to build lasting, effective and efficient bridge with our stakeholders.

our school will be holding its 65th foundation day celebration on the 14th of September.this year's celebration will be different with those we had for the previous years. we shall showcase the natural talents of our teachers and students through a variety show to generate funds for additional textbooks and reference materials for our school library. during our last pta general assembly, parents agreed to support the program by paying a minimal amount of P20.00 per student which eventually shall entitle the former a chance to be with our celebration. the pta treasurer is in charge of the collection. we know this wont be enough if we mean adequacy of books in the library, but at least we are doing what we can to satisfy our institution's needs.just hoping that at the far end, you are aware of our needs for books in the library. if you have books available and are of minimal use to your family, we believe those are what we need most. our school will always be glad to hear positive responses from you.

Class '58 Reunions so far are remarkably super and successfully great. All of the multitudes - started in San Diego hosted by Cora CR, in Lemona, Calif. at Lito's house, in Las Vegas hosted by Ching, the Mexican Riviera Cruise Golden Anniversary Reunion, and recently the reunion in Chicago - a reception hosted by Lety, then another reception at Romy and Emy house, and not to forget Saniata, the Chicago tour coordinator plus a treat of Big Mac and fries - are worth remembering and something for us to reminisce as we age, as time goes by and as we move on regularly to our vigorous life. thanks so much for spending a bit of your time abour our AASP. This school initiated program attempts to cope with the EDUCATION FOR ALL of DepED. This development reengineers our focus in education, from formal basic education towards embracing the alternative learning system as proposed by DepED. Alarmed with our rising drop-out rate particularly among schoolchildren of considerable distance to our school multiplied by poverty, AASP is conceived to be the most practical response.Some critics may have a better idea, thus instead of rejecting this program, may we request your noble efforts to compliment a different yet purposeful education for all endeavor, for our school children. Moreover, AASP is founded upon scholarship, quality and excellence are our standards. Only the school cashier as provided for by the approved guideline is authorized to recieve donations, such that Official Receipt will be issued. WE regret to say we dont have access yet to facilitate better sending of donations from abroad. We proposed instead that donations will be sent to their relatives here in the country and the latter to pay directly to the SC. JUST AN INVITATION TO EVERYONE FOR. CIPRIANO P. PRIMICIAS NATIONAL HIGH SCHOOL Alcala, Pangasinan ADOPT-A-SCHOLAR PROGRAM I. COVERAGE A. RATIONALE: Cipriano P. Primicias National High School believes that the fundamental right of every child to education must be protected and promoted if we significantly aim to keep them transformed and productive key players in the new global village. Relevant programs must be crafted then out of our existing old model institutional systems to keep our educational services at par with the standards that continually shape our developments in education, foremost is to keep such quality of education complete, adequate, integrated and accessible to all our school children. B. PROGRAM TITLE AND OBJECTIVE: The foregoing led us to a rational decision of conceiving the “Adopt-A-Scholar Program”. As the title of the program suggests, it aims to provide scholarship grants to all qualified poor but academically proficient and students with exceptional skills/talent. C. GENERAL FRAMEWORK: The Adopt-A-Scholar-Program is a distinct scholarship program from that of the Alumni Association. The latter is more comprehensive considering the monthly stipend entitled per scholar. The AASP is simpler in nature, initially all generous alumni sponsors will only be privileged to pay the P310.00 school fee per scholar every school year which covers the DepED prescribed fee, P185.00 and PTCA approved contributions, P125.00. II. SCREENING PROCEDURE 1. Stakeholders are strongly encouraged to identify all potential AASP recipients in the community. 2. Sponsors may opt to personally identify their scholars provided however that requirements for qualifications of a scholar are met. 3. Scholars per school year shall be identified every 1st Monday of July and subsequently, the list of names of those who were screened shall be appropriately posted in conspicuous places in the school. III. THE SCREENING COMMITTEE The following shall compose the Screening Committee and shall be responsible for evaluating qualifications of all potential recipients. 1. PTCA President or any representative 2. Faculty Club President or any representative 3. Curriculum Advisers 4. School Principal IV. QUALIFICATIONS OF A SCHOLAR 1. As an Entrance Scholar in the First Year Level, he/she must be a member of the Top 5 of the graduating class in the Elementary School he/she graduated from. 2. As a Little Senator C.P. Primicias Scholar, must be the duly elected President of the Supreme Student Government. 3. As a Special Skill Scholar, must have won any of the Top 3 positions during Regional Level Competitions. 4. As an Academic Scholar, must have been the First Honor during the previous Recognition Rites at CPPNHS for Lower Years. 5. As a Faculty Club Scholar, must have no grade lower than 80 across learning areas, no back subject and whose annual family income is not more than P50, 000.00. 6. As a Community Scholar, must have no failing grades, son/daughter of a CPPNHS alumni or personally chosen by the sponsor. V. DOCUMENTS REQUIRED 1. The AASP Commitment Form shall be accomplished by all benevolent sponsors to determine the extent of support and to facilitate identification of actual number of recipients. 2. The school card is the primary document potential recipients need to submit for authentication purposes. 3. A verification letter shall be addressed to the Office of the Barangay Council where the recipient is residing to validate claim due to family income. VI. FINANCIAL PRIVILEGES 1. Miscellaneous Fees (P185.00) and PTCA Fees (P125.00) per scholar for one (1) school year shall be voluntarily paid by all benevolent sponsors. VII. PROGRAM CONDITIONS 1. Recipient of the AASP shall not drop-out of school during the school year, has no failing grade or grade lower than 80 for the whole school year. 2. Participate actively in all programs and activities of the school. 3. Plant at least one (1) tree every school year he/she is a recipient at the CPPNHS Mini-Forest maintained by the SSG, TLE and Science Departments. 4. Has no record of delinquency or violation of school rules and regulations pertaining to school discipline which can be ascertained by the OIC-Guidance Counselor. 5. Must not transfer to other schools during the school year he/she is a scholar. 6. Once the recipient has violated any of the abovementioned, he/she shall no longer be entitled for the succeeding year/s. VIII. FUNDING 1. The CPPNHS Administration and Staff shall be responsible for fund sourcing thru voluntary donations from alumni of the school. 2. All donations shall be appropriately recorded by the school cashier for proper auditing and accounting purposes. 3. Donations received per school year shall be equally appropriated among the four year levels. 4. The School Managed Canteen shall allocate 10% of its annual net income for this purpose. IX. PROGRAM ADMINISTRATION AND MONITORING A coordinator shall be assigned to oversee the implementation of the program. He/she shall report directly to the School Principal on matters particularly of significant effect to the AASP, both the sponsors and recipients. Sponsors must voluntarily pay to the School Cashier the P310.00 Miscellaneous Fee per scholar either in Full, Quarterly or Monthly Basis provided however that such payment shall be paid in full every 1st Monday of March, last month of the school year. If in case there shall be failure of payment by the sponsor, the recipient shall not be constrained to pay any obligation. Every grading period, all scholars shall submit two (2) photocopies of their Report Card to the Coordinator. One (1) copy will be given to the sponsor while the other copy will be kept by the Coordinator for record purposes. The School Cashier shall also be required to submit a Monthly or Quarterly Report on the Status of Payment of all sponsors to the Coordinator. At the end of every SY, during the school’s Recognition Rites, all sponsors shall be awarded a Certificate of Recognition. X. TERMINATION AND BREACH OF CONTRACT The recipient shall be terminated from the roster of scholars for the succeeding school year permanently if he drops-out of school, has a grade lower than 80 or a failed rating, fails to plant at least one (1) tree at the CPPNHS Mini-Forest, has a verified record of disregard of school discipline or has transferred to another school during the school year. XI. EFFECTIVITY This AASP shall take effect immediately after all sponsors shall have submitted their Commitment Forms and payments have been made to the School Cashier on June 30 of SY 2009-2010. We did not realized how hard the Organizers all worked by staying up late or waking up early because of the time difference between the other countries and the Philippines in order to make communications with the Philippine Group and then talked to other Alcaleneans all over the world. Before the grill is produced, they have to design the grill, find the right materials, where to buy the materials, the charcoal, bangus, meat and other things needed with the best quality and price. This is not an easy job yet no one ever appreciated these people. Instead some people are now accusing really bad things to them, that includes YOU! Despite all of this, the Organizers stay so cool. Kaya sila ang dapat mong Saluduhan hindi ako. I also think that you owe the Organizers an apology for your false accusation, especially our beloved Mayor Manuel T. Collado. I am being emotional just writing this because I am reminded of Mr. Eddie Tolentino (may his soul rest in peace). Anyone who knows him is aware of his physical condition. Kahit me karamdaman siya at disability hindi naging hadlang iyon para gampanan niya ang pagtulong sa bayan. He wakes up early in the morning to travel to Alcala to attend meetings and go back to Manila late at night. Napaka-“hands-on” niya the same thing with Mayor Manuel T. Collado, sa pagganap ng tungkulin, nagkukusa silang i-check lahat ng pangangailangan to make sure maging maayos ang event na ito. He really worked so hard and due to all of this hard work, he was not able to attend the Hawaiian Night because he got sick. The hard work was evident to all of the organizers including our beloved Mayor and his staff. I saw some of them coughing and not feeling good but still very enthusiastic. Two of your grill has the same first name and last name and the rest has different first name from the other two grills. I also found out that the initial assignment of your grills were: two of your grills which has the same first and last names were temporarily assigned next to each other while the rest of your grill were assigned just two sponsored grills away from the other two. It was not like two of your grill were assigned in San Pedro Ili and the rest were in San Vicente. It was just like about two meters away from each other. Was that too far for comfort? You could have talked to the Mayor or the Organizers to rearrange it but I heard you just wanted to cancel your sponsorship. Was it really the arrangement of the grill the only reason for your cancellation or it was because you were not able to go home that is why you wanted to cancel? You don’t have to answer me this question. I will let your good conscience be your guide. The final arrangement of the grill was not done until the day before the BBQ and I am sure your request would have been granted. I know you are very smart and understanding man. You should have understand that assigning location of the grill was not an easy job. You cannot make everybody happy. Anyway that was the reason why this event was called GRAND REUNION with the intention to have ALL Alcaleneans get together just like ONE BIG HAPPY FAMILY and I believe it was and a very memorable one.

Looked at what happened to the socalled Biggang Ti Ray ay. There were no accountability also. No transparency of how much money had been generated. No project that was supported from the proceeds. You have a lot of work cut out for you, namely (1) We all know what the PTCA does in general, which usually are not done; What we ask is specific programs that will be funded by the PTCA. Why are you soliciting donors for undefined educational program. (2) We all know it's summer vacation. How do you know how many potential members and which student needs a donor? If you have collected more than members, what will you do with the money? (3) Since membership in PTCA is voluntary, how would not being a member affect the educational well being of any student who can not afford to be a member? (4) Doesn't DepEd prohibit this type of solicitation by the faculty? I understand that it is parents and teachers association but solicitation coming from you, who is also the Principal, is an appearance of a conflict. Appearance is as important than reality. days back i posted an invitation for our adopt-a-scholar program but suddenly its taking a big twist. it has caused opposing acceptance particularly among those posting messages here. mine is too simple, just seek voluntary assistance to finance even the very least, miscellaneous fees of our well-deserving students; poor but academically proficient and those with special skills and talent. if it may appear dubious about the terms "official receipt, proper accounting and auditing, free secondary education, access to education" which i would like to address in the process of the program, i need to say i may be prejudged executing unacceptable terms of a program among those who might have been inevitably wronged by the system, i have the moral courage to humbly say we can make things happen. messages posted seemingly imply that our institution for the past years might have undergone management that does not match others expectations. prior to designation as the school principal, what immediately came into my senses is the opportunity not just to lead but to inspire others to transform our institution. i know it will take me a david and goliath scene, but i would rather take the risk of leading than letting my days pass by naturally accepting that all these things happening are just but natural occurences.i know we have a load of challenges to hurdle with responsibility and facing all these roadblocks lead me to framing a program focused initially for our students. i know we need to address other pressing concerns that had somehow influenced unpleasing remarks from known members of the alumni, but i insist to say we may not work with wonders, but we are achieving the least ignored aspect. our ptca this time is more than aware of what we would like to amplify as our priority. shall we need to seettle things in a debate sir? i appreciate much your enthusiasm to promote our interest. i believe i dont deserve too those remarks posted by an alumnus friend. i wont focus on those terms considering other more important cause we need to answer. i must say my thanks for those who have already extended support. for those opposing due to previous unwanted experiences or whatsoever, please inform me better what must be done to addrees our students need for better institutional services. and if you have a better idea to make things work for our school, please share us your vision. if there may be systems of the past that had caused problems instead of solutions, please keep us informed. it will only be when we share same purposes and aspirations for our schoolchildren that we can say we belong to the institution. anticipating oppositions again to this effect, please give our school a ring (075) 593-21-68. but if you really say you care for our institution, our doors are always open for your visit anytime.

adopt-a-scholar program attempts to answer the need of our parents in the community for greater access of their children for basic education, particularly gained in our school. doubly, it aims to increase participation rate of our schoolchildren who usually suffer dropping out of school due to the "not-so-free" school system in our domestic scene. the 310 sponsors fee will shoulder the year round fees for the 185 DepED prescribed fee and the 125 PTCA approved fee. our special gratitude to mam cecilia mejia thru the assistance of atty. franklin olpindo, our newly elected alumni association president for facilitating the donation of 5000 which shall initially pay the fees of incoming 1st year honor students. the 44 strong staff of our school likewise volunteered to sponsor each thereby making the program purposeful. payments can be made directly to our school cashier for proper issuance of Official Receipt.If unavailable to do so, please have your representative to do so

the program presented to us parents by the principal is so helpful particularly those who suffer fair access to education. I would rather advise those who are unwilling not to disappoint everyone. Better keep your ill feelings just yours to own. We have a number of parents and graduates who have signified already willingness to support the cause. 310 for us will go a long way in the education of our children. Well the new principal has a lot of plans for the school and we know he deserves our support.

This serves as a humble avenue for me being the newly assigned Officer-in-Charge of our institution to establish and seek the needed link with all Officers and Members of our Alumni Association, not just to manifest where we are now as an institution but foremost to share with you our aspirations and purposes in a bold attempot to transform into more meaninghful terms our services. As a sort of profiling, I am a member of Batch 86 and prior to promotion as school principal, I served at CPPNHS as a Teacher/Master Teacher for the past 15 years. Modesty aside, after besting the Qualifying Exam for the Principalship in the Region, I was promoted as Principal of Baguinay NHS then months later assigned as OIC Principal of Manaoag NHS. Thanks to Mayor Manuel Collado for endorsing me to our Superintendent as immediated replacement of Mrs. Parayno after her retirement last month. Our primordial concern now is providing assistance to our poor but deserving students, thus the Adopt-A-Scholar Program was conceived. As the project implies, it aims to seek voluntary sponsors from among our Alumni to at least sponsor one student enrolled at CPPNHS by simply paying their Miscellaneous and PTCA Fees for the school year amounting to P310. Our initial target for the coming school year is 100 students. All incoming honor students in the first year shall be the immediate beneficiaries to encourage parents sending their children to school and likewise multiply our population.If in case the number of sponsors will exceed the initial plan, then we shall divide equally to the number of curriculum years. The scheme of payment would either be by grading period (P77.50), monthly June-March (P31.00) or upon enrollment (P310.00).Rest assured that everything will be properly issued an Official Receipt as requirement for auditing and accounting of wchich we would like to systematize too. We will appreciate very much if this noble program will merit your attention. Other concerns will be addressed in a more opportune time. Thank you so much for ther anticipated favorable response.
