Final Announcement: CLASS OF 1958 REUNION will be held MAY 2, 2009. It will be held in Anulid and will be hosted by Bienvenida Pedroso Ware, at her residence. It will start at 12:00 noon. This will be the first reunion held locally. Meeting place will be in front of the Municipal Hall at 0830 - 0930 am. We will all assemble at this location and we will go to the reunion as a group or you can go there individually. Please invite classmates if you happen to meet them around. Now that the PLAN is out in the open, I guess it is time to let EVERYONE know about the ROAD MAP TO ALCALA’S ECONOMIC DEVELOPMENT.. First and foremost, I want to extend my wholehearted thanks and appreciation to ALL OF YOU for your unselfish help and support in the ALCALA GRAND REUNION 2006 and most particularly with the BIGGANG TI RANG-AY. Considering the limited time and despite the long distance between all of us in planning, organizing and implementing the ideas and activities, it was a tremendous success. We raised more funds than what we anticipated to support the Projects of Mayor Manuel T. Collado. We want to take this opportunity to inform you that we are in the process of preparing the Financial Statement of our last Fund Raising event. As soon as the FINANCIAL REPORT is ready, we will immediately publish it. Because of your support and help, we broke two (2) Guinness World Records without any untoward incident and positively promoted Alcala, beyond our expectation, to the highest level. Alcalanians showed the whole world what Alcala is made out of. Alcalanians are kind, supportive, friendly, and hospitable, well behave and very civilized. That makes me more proud to be Alcalanian and I hope you feel the same way. Thanks to all of you. I want to inform you that two (2) of the icons in Alcala namely Judge Concepcion Buencamino and Judge Letty Sablan had requested a breakfast meeting after the Alcala Grand Reunion. The two Judges, Eddie Tolentino and I had a meeting at Delifrance in Libis, QC. They asked me what will be the next step for Alcala after the successful Biggang Ti Rang-Ay. I told them that Biggang Ti Rang-Ay was just an instrument to raise money to help Alcala. I reminded them the old adage and I quote: “When you gave a man a fish today, he will be hungry again tomorrow. However, if you teach a man how to fish, he will never go hungry.” Having said that, Biggang Ti Rang-Ay must be the last fund raising event for Alcala otherwise, Alcala will be a welfare town and we do not want that to happen to our town. I informed them that after we had witnessed the Unity in the BBQ; the best time to start building a VEHICLE for promoting SELF-RELIANCE and harnessing ALCALANIAN POWER all over the world towards ECONOMIC DEVELOPMENT in ALCALA is NOW. The practical vehicle needed to achieve Economic Development in Alcala is to start a CONSOLIDATED MULTI PURPOSE COOPERATIVE. The primary objective of the Cooperative is to provide technical guidance, financial help, employment opportunities, goods and services to its members thus enable them to attain increased income and savings, investments, productivity, and purchasing power and promote among the members equitable distribution of net surplus. As we all know that the profits of the Cooperative will be distributed back to its members/investors in direct proportion to their investments. They all like the idea. They planned to have a special meeting of the Board of Directors of the Alcalanian of Metro Manila on Sunday, May 14, 2006 at the house of Judge Letty Sablan and they invited me to present the idea. I attended the scheduled meeting of the Officers of Alcalanians of Metro Manila. I told them that to change the course of ALCALA’s economic future is to organize a CONSOLIDATED MULTI PURPOSE COOPERATIVE. This will be the best vehicle to transform Alcala from a fourth (4th) class town into a first (1st) class municipality. Why Cooperative??? First, there is always a possibility that a group of moneyed Investors could come to Alcala and put up a factory, loan money and sell goods. This is already happening in our town but when this happens in a larger scale, the profits will go only to these groups of investors. However, when we set up the COOPERATIVE, our town, every investor in ALCALA and ALCALANIAN WORLDWIDE will benefit from the profit. No one will be left behind. By law, Cooperative is not required to pay INCOME TAX in the next ten years from start of business. Cooperatives are also exempt from all National and Local taxes imposed under the Internal Revenue Laws which includes exemptions of customs duties, advance sales or compensating taxes on the importation of machineries, equipment and spare parts used by the Cooperative. Cooperative Members/Investors have equal voting rights. What it means is that when Member A invested One Million Pesos, he is entitled to ONE VOTE. When Member B invested One Thousand Pesos, he will also be entitled to ONE VOTE. It is truly a One-Member-One-Vote. These are a few benefits in establishing a Cooperative. The Multi Purpose Cooperative will have five (5) divisions: 1. Financing Division – to grant loans to its members for productive and provident purposes. Borrowers either apply for loans individually, or, if they lack physical collateral or a co-signer, they must team up with a few other borrowers. This is known as what I call: Bayanihan Lending GROUP, this method allows members to cross-guarantee one another’s loans in lieu of collateral. First loans may start small – as low as P100.00 depending on capacity to pay. Borrowers who repay their loans on time are eligible for increasingly larger loans. This process, called stepped up lending, keeps initial risk at a minimum while allowing micro entrepreneurs to carefully grow their businesses and increase their income. It will promote thrift among its members. Eventually, we will create a Cooperative Bank to handle not only money transfers of OFW but to service all the banking needs of Alcala. 2. Consumers Division – the primary purpose of which is to procure and sell commodities to its members and non-members. (i.e. medicines, bread, rice, sardines, cooking oil, salt, lumber, nails, fertilizers, seedlings, etc, just like Costco, Home Depot, Walgreens, Wal Mart combined in smaller scale). 3. Agricultural Division – the primary purpose is to buy and sell all the agricultural products of Alcala. We will engage in the supply of production inputs to its members. We will also service the farmland of its members. 4. Industrial Division – One that undertakes putting up factories in Alcala to provide not only employment but create more income opportunities to its members. (i.e. Hollow Blocks Factory; Dried Mango and Mango Juice Factory; Feeds Factory; Plastic Shopping Bag Factory; Candle Factory; Cold Storage Facility; etc). I want to emphasize here that before any factories will be started, it is required that a project feasibility study and a business plan must be diligently prepared. 5. Service Division – One which engages medical, dental care, hospitalization, housing, recreation facilities (i.e. bowling alleys, movie houses, restaurants, amusement parks, hotels, etc). This division can only exist when the Cooperative has provided good income to its members. I also suggested that before we distribute the profits back to its members, we must deduct the following to help our town: 10% for EDUCATION and RESEARCH 5% for HEALTH 5% for SPORTS and OTHER AFTER SCHOOL PROGRAM 5% for BEAUTIFICATION 5% for DISASTER Based on the above contribution to Alcala, I showed them an example that when the Multi Purpose Cooperative is in operation, fund raising event to help Alcala is no longer necessary or at least reduced to a minimum. Since Alcala has 36,600 hectares, let us assume the following: 20,000 hectares planted with palay because some may not be suited for this purpose. 50 cavans average harvest per hectare P10.00 profit per cavan of palay (conservative estimate) 20,000 x 50 = 1,000,000 cavans of palay to be purchased by the Cooperative from the farmers 1,000,000 cavans x P10.00 = P10,000,000.00 profits generated by the Cooperative You will note that while we generated a Ten Million profit from only one area of business activity, we already could provide the following help to our town and still have Seven Million Pesos remaining to be distributed to its Members: EDUCATION and RESEARCH (10%) P1,000,000.00 HEALTH ( 5%) P 500,000.00 SPORTS and OTHER PROGRAM ( 5%) P 500,000.00 BEAUTIFICATION ( 5%) P 500,000.00 DISASTER ( 5%) P 500,000.00 Can you imagine how much money lost over the years mainly because we did not organize this Cooperative??? These profits should have been earned and benefited our town and Alcalanians You will note from the example above that when we have a well organized Cooperative, we will not only improve the standard of living of Alcalanians and, transform Alcala into a 1st Class Municipality but will also reduce, if not stop, having a fund raising event. I have also suggested that when we start this Cooperative, we must make sure that everyone in Alcala will be properly educated about the significance of having a Cooperative in our town and must have a burning desire to set up a Consolidated Cooperative. I told them that we must include everyone in Alcala as a member of this venture. Everyone means, any Alcalanians who are 18 years old and above. In order to start this COOPERATIVE, we need to approach, not only. the BBQ sponsors but everyone who wants to help ALCALA and make money in the process. We all knew that the BBQ Sponsors donated $100.00 per grill. Now, we will be asking them NOT to donate but WILL INVEST into the COOPERATIVE. I am proposing to all ALCALANIANS living abroad to invest a minimum of US$1,000.00 payable in one lump sum or they can pay in twenty (20) monthly minimum installments of $50.00 per month until the whole US$1,000.00 is paid. I am aware that this is a lot of money to most of us but please remember that this is an investment that will change the future of our town and we will all benefit from it. We also knew that there are more than 1000 Alcalanians outside the Philippines. If we all work hard to reach out and solicit 1000 investors investing at least $1,000.00 each, we could raise an initial capitalization of the Cooperative amounting to ONE MILLIONE UNITED STATES DOLLARS (US$1,000,000.00) or about FIFTY MILLION PHILIPPINE PESOS. With this Capital, we can start immediately most of the business activity we are proposing. Who will be managing this Cooperative? First, we will make sure that whoever will be Managing this Cooperative will have no direct access to the FUNDS. As we all know, MONEY is the heart and soul of any business. My suggestion is that either the Board of Directors has direct control of the funds or a COMMITTEE approved by the Board of Directors, will have control of the funds. After we have solicited the required Capital and before we start any business activity, we must make sure we find all the right people and systems and procedures needed to run the business. They must undergo very rigid and thorough background verifications. They will be rewarded properly with profit sharing incentives. All of these procedures must be included in the By Laws of the Cooperative. Since we already knew that there are over 1000 Alcalanians abroad, we will tap at least 260 of these Alcalanians who have experiences in Supervisory and/or Managerial position abroad. All we asked from these 260 Alcalanians is to go home to Alcala at least once every five (5) years to share their knowledge to the Managers, Supervisors and Employees of the Cooperative for just five (5) days. They will also help oversee the operations of the business. Some will be asked to audit the affairs of the business. Can you imagine having every week new faces in the office that will be sharing new knowledge? This will be first of its kind in the Philippines. This set up will always keep the Managers and Employees very alert because every week they will find new faces to share their knowledge and experiences. To provide comfort to all Investors, if it is available in the Philippines, I will also propose a Business Interruption Insurance and other insurance to protect our investments. Business interruption insurance is coverage to protect a business during the time required to rebuild or repair property damaged or destroyed by a covered insurance peril. Coverage would include payment for loss of net profit that could have been earned, additional costs required to mitigate the reduction of income and payments for expenses that necessarily continue when Cooperative’s property is damaged or destroyed. After listening to my presentation, they all agreed to my suggestion. They also agreed to talk to the Mayor, all the other Municipal Officials and the Barangay Captains and their constituent to agree to have a CONSOLIDATED MULTI PURPOSE COOPERATIVE. I further suggested to them that the name of the Cooperative should be: RANG-AY TI ALCALA COOPERATIVE, INC. Now that you read the news coming from the press release of our beloved Mayor Manuel T. Collado to establish RANG-AY TI ALCALA COOPERATIVE, INC. I strongly suggest that you please review this proposal and if you have any questions, suggestions, please let us know. We asked every Alcalanian all over the world especially all Alcalanian Associations worldwide to support this project and encourage your membership to please INVEST in RANG-AY TI ALCALA COOPERATIVE, INC to help our town, town mates and make money at the same time as we move ALCALA forward to Economic Security.
