Philippine Independent Church (Aglipayan) 1) History This Church is officially known as the Iglesia Filipina Independiente, (abbreviated into IFI or PIC in English). Its members are commonly known as Aglipayans after their local founder.and first Supreme Bishop, Msgr. Gregorio Aglipay. Gregorio Aghpay (1860-1940) was an ordained Catholic Priest. He had been persuaded by Gen. Emilio Aguinaldo and other leaders of the Philippine Revolution to head the Church in the Philippines by appointing him Military Vicar General on October 20; 1898. He took charge of the diocese of Nueva Segovia as ecclesiastical governor after persuading the Bishop, who at the time was in prison, to hand to him powers to that effect. In January 1902, following the collapse of the revolution, a group of priests of Nueva Segovia resolved to separate from Rome and to establish an autonomous Philippine Church, if the Vatican should continue to ignore the rights of Filipino Clergy with regard to the appointment of Filipino Bishops. When the Vatican refused, the said group of priests designated Aglipay as their representative to carry out their resolution, and the schismatic sect was established. Isabelo de los Reyes Sr. (1864-1938), a Trade Union organizer and leader took advantage of the first Congress of Laborers of the Philippines on August 3, 1902, to proclaim the establishment of the Philippine Independent Church. Gregorio Aglipay was chosen Supreme Bishop and had himself ‘consecrated’ bishop by 12 priests. About 36 Filipino Secular priests joined in the schism, and some of them had themselves ‘consecrated’ bishops in the same manner. This kind of ‘consecration’ by priests was defended on the rationalization that the essential order is the priesthood and the episcopate is just a title of rank. Riding on the crest of nationalistic fervor and anti Spanish-friar feelings, the Aglipayans were very successful at first. But, as the nationalistic fervor waned they also gradually lost much ground. In 1918 they had 13 percent of the population in their following; in 1960 this was trimmed down to 5 percent. On May 3, 1918, Aglipay became a Freemason, and in October 1925 rose to the 32nd degree. (From Religious Revolution in the Philippines, vol.1 1860-1940, by Frs. P.S. de Achutegui S.J. and M.A. Bernad, S.J., Atheneo de Manila, 1960, pp.428-429) The original Aglipayan sect was Unitarian. But, after World War II, a bitter rivalry developed within the sect. On September 1, 1946, the general assembly elected Isabelo de los Reyes Jr. as Supreme Bishop. On the same day, a segment under Msgr. Fonacier met at the Manila Hotel and elected Msgr. Juan Jamias as Supreme Bishop. Soon after, the group of Isabelo de los Reyes Jr. became Trinitarians and had its bishops re-consecrated by Episcopalians in 1948. In 1961 the group entered into full communion with the Protestant Episcopalian Church of the U.S., from which it receives financial and organizational assistance. This Trinitarian group was later awarded by the Supreme Court of the Philippines the right to the name and possessions of the original IFI. The group of Fonacier remained Unitarian, but later fragmented into other minor groups. 2) The Doctrine Synthesized 1. - All religions are good and equal. Religion is essentially naturalistic. Revelation is impossible, as also are miracles and prophecies. 2. -The Gospels do not possess historical value. The only one of the Gospels that has a nucleus more or less historically valid is the Gospel according to St. Mark and some of the Logia of Matthew. All the rest are worthless, and even the Gospels themselves of Matthew and Mark are full of interpolations. 3. -Dogmatic tradition does not exist. The Bible is a book like the books of mythology or of folklore of various peoples. It is not inspired and it is full of errors. 4. -God exists. We can form some idea of His nature, but we cannot say that He is the creator in the strict sense. Materialistic pantheism pervades the doctrine of the IFI concerning God. The Trinity of Persons in God is denied. The trinity of names is retained, signifying three attributes of divinity. The IFI is officially Unitarian. 5. -Creation strictly so-called is denied. The existence of angels and of devils is likewise denied. Man is a product of evolution, in the sense of rigid transformism. The soul of man is material and comes from the soul of the parents, in the sense of generationism. 6. -The elevation of man to a supernatural order is not mentioned, nor is the existence of grace. On the other hand original sin is expressly denied. 7. -Jesus Christ existed but He was not the Messiah and He did not announce the kingdom of God. His preaching consisted in exhortations to fraternal charity and to reverence for God the Father. He did not work any miracles. He did not, properly speaking, suffer, die, or rise from the dead. 8. -The divinity of Jesus Christ is denied, although it was admitted for a time in the official Aglipayan documents. Docetism (the mere appearance of humanity) and Apollinarism (the divinity takes the place of the human soul) characterize the doctrine concerning the human nature of Jesus. Jesus was subject to errors and defects. 9. -The death of Jesus was not expiatory. He redeemed us not with His death but with His example and with His teachings. 10. -Jesus Christ did not establish a church, nor a hierarchy, nor the Primacy of Peter. The Primacy of the Pope is a myth. Christ did not establish a sacrificial priesthood, but merely sent apostles to teach his doctrine. 11. -Mary is not the mother of God. The virginal conception of Jesus by Mary is admitted. The perpetual virginity of Mary post partum is denied. The veneration of Mary and of the saints is rejected as idolatrous. The virginity of Mary ante partum, admitted at first, was later denied. 12. -There is no supernatural state of any kind, and consequently no grace. The virtues of charity and of hope do not exist as theological virtues. Charity is merely natural love. There is no source of truth except reason, and even human testimony seems without validity. Therefore faith, in the strict theological sense, does not exist. What is called faith resembles fiducial faith. 13. -The sacraments are ritual prayers, not instituted by Christ nor do they have any intrinsic efficacy. Baptism must be administered in the name of Jesus, not according to the trinitarian formula. Baptism does not cleanse the soul of original sin which is purely imaginary. Confirmation is merely a ratification of baptism in adults. The Eucharist is merely a memorial or a symbol of charity instituted by Christ in the manner of a fraternal banquet. There is no real presence of Jesus in the Eucharist and there is no transubstantiation. Christ is not received in Holy Communion and there is no eucharistic sacrifice. Penance is useful for receiving counsel but there is no real absolution of sins because only God can forgive sins. Extreme Unction is a means of giving moral and material aid to the infirm for their consolation. The sacrament of Orders does not come from Jesus Christ. He did not institute a sacrificial priesthood. The bishopric is merely a title of rank and a bishop may be validly consecrated by mere priests. Matrimony was instituted in Paradise and divorce is not allowed. 14. -There is no other life, especially since the soul is material. Death is the total penalty for the debt due to our sins. It is more properly a transformation. Hell does not exist, nor purgatory, nor the limbo of the infants. But prayer for the dead is enjoined. The Aglipayan idea of heaven is imprecise. 15. -The ethic or moral theology of the IFI is based on the assumption that the purpose of man's existence is human progress. Morality is relative. All means are good provided the end is good. Works of charity are highly recommended. The supreme ideal of the IFI is a communism of property. 16. -As regards divine worship, there is no sacrifice. The Eucharistic cult is merely a fraternal banquet. The ritual of the Mass is to be celebrated in the vernacular, retaining some of the appearances of the Catholic Mass with changes of order and with an essential difference based on the denial of transubstantiation and of the Mass as a sacrificial rite. Emphasis is placed also on external festivities. (From Religious Revolution in the Philippines, op.cit. pp. 305-307) The group which merged with the Protestant Episcopalian Church also adopted the religious tenets of this denomination. 3) PIC “aggiornamento” With the sponsorship and financial patronage of the Episcopalian Church, the Philippine Independent Church has undergone marked renewal and revitalization. The Episcopalian Church extended to the PIC episcopal ordination, which it had never enjoyed before and which had been its long-time aspiration; and, together with episcopal ordination, also priestly ordination. Both Churches operate on the agreement to recognize each other's organizational and administrative independence. 4) Refutation As can be seen, there is not much left of the Catholic Doctrine and even of common sense, in the Aglipayan teaching. Its principles are rationalism (reason alone is our guide), naturalism (no supernatural order), anti-Christianism (it denies Christ and the Trinity), negativism (it is a tissue of denials), contradiction (it teaches many things and then contradicts them in practice, e.g. forbids veneration of Sacred images but has them in their churches, denies priestly power but uses it to justify the consecration of bishops, etc.) and syncretism (conflicting elements from a variety of sources joined together). As a first step for the refutation, the following document of the Magisterium may suffice. From this base, the whole Catholic Apologetics must be used. “The same Holy Mother Church holds and teaches that God, the source and end of all things, can be known with certainty from the consideration of created things, by the natural power of human reason: ‘for the invisible things of Him from the creation of the world are clearly seen’ (Rom. 1, 20). It was, however, pleasing to his wisdom and goodness to reveal himself and the eternal laws of his will to the human race by another, and that a supernatural, way. This is how the Apostle puts it: ‘God who at sundry times and in diverse manners spoke in times past to the fathers by the prophets; last of all in these days hath spoken to us by His Son’ (Heb. 1, 1). It is indeed thanks to this divine revelation, that those matters concerning God which are not of themselves beyond the scope of human reason, can, even in the present state of the human race, be known by everyone without difficulty, with firm certitude and with no intermingling of error. It is not because of this that one must hold revelation to be absolutely necessary; the reason is that God directed human beings to a supernatural end, that is a sharing in the good things of God that utterly surpasses the understanding of the human mind; indeed ‘eye hath not seen, nor ear heard, neither hath it entered into the heart of man, what things God hath prepared for them that love Him’ (I Cor.2, 9). ”

Friday, July 27, 2007 The day the Catholic Church almost died (Source: University of Michigan Digital Library) A rebellion of the Filipino clergy against the Vatican at the turn of the 20th century triggered the birth of an independent Filipino church and threatened the very existence of the Roman Catholic Church in the Philipppines. The story of the Iglesia Filipina Independiente, otherwise known as the Philippine Independent Church, also known as the Aglipayan church, is intertwined with the war of independence against Spain and the subsequent war of resistance against the Americans. Archbishop Bernardino Nozaleda of Manila, the titular head of the Philippine Roman Catholic church supported the friars and kept them in the parishes with the approval of the Pope. The native Filipino clergy led by Fathers Gregorio Aglipay, Isidoro Perez, Panciano Manuel, Jose Evangelista, and Adriano Garces, actively agitated for the expulsion of the friars from the parishes and their replacement by secular priests. Gregorio Aglipay, a Catholic priest who actively participated in the Philippine revolution became the leading figure of the schismatic church. When the 1896 Philippine revolution broke out, Archbishop Nozaleda demanded that the Spanish authorities exterminate the Filipino rebels by "fire, sword, and wholesale executions. (Foreman, 365). But Governor General Ramon Blanco hesitated to take the offensive until reinforcement from the home government arrived. For his inaction, Blanco was replaced by Camilo G. de Polavieja through the intercession of the archbishop. The inclination of Archbishop Nozaleda's to use drastic means towards the Filipino natives was again exhibited in the incarceration and eventual execution of Dr. Jose Rizal. While in prison, Rizal was quoted as saying that if Archbishop Nozaleda's sane view had been taken and Noli Me Tangere not preached against, he would not have been in prison, and perhaps the rebellion would never have occurred (Craig, 239). The peace pact of Biac-na-Bato between the Filipino rebels and the Spanish authorities ended the first phase of the Philippine revolution. The outbreak of the Spanish-American war initiated the second phase. When news came that Admiral Dewey's fleet was sailing to Manila in May 1898, the worried Governor General Basilio Agustin and Archbishop Nozaleda made an urgent appeal to the Filipinos to help the Spaniards drive the Americans out of the Islands. The Filipinos were told that the Americans would take away their liberties and enslave them; that this Protestant nation would destroy their churches and uproot Christianity. However, the Filipinos wavered because the false promises of Biac-na-Bato were still fresh in the Filipinos' memory (Briggs, 71). In desperation, Archbishop Nozaleda sent an emissary to the rebel camp in Cavite to convince the Filipinos to take sides with the Spaniards with promises of reforms and positions for Filipino leaders in the Spanish-sponsored government. The emissary was Father Gregorio Aglipay. But instead of convincing the rebels to join ranks with the Spaniards against the Americans, Father Aglipay became a strong adherent of the revolution and Aguinaldo eventually commissioned him as the First Chaplain and Vicar General of the Philippine Revolutionary Army. For his involvement in the revolution, Father Aglipay was excommunicated by an ecclessiastical tribunal that Archbishop Nozaleda convened in April 29, 1899. The second phase of the Philippine revolution was marked by a succession of victories by the better armed and organized Filipino army which rose to 30,000 men by end of June, 1898. With admiral Dewey in control of the bay and assisting Aguinaldo, the Filipino army took 9,000 Spanish prisoners and raised the Filipino flag in practically all towns and cities outside of Manila, in all of Luzon, the Visayas and parts of Mindanao. The hated friars were taken prisoners and the property of the Catholic church – church buildings and convents were taken over by the Filipino army and used for barracks and headquarters. Church landed estates were confiscated and used to produce food for the Filipino army. Several captured friars were even made servants to the military and civilian officials of the Malolos government. During the brief period of Filipino administration of the islands after the declaration of independence in June 1898 up to the capture of Aguinaldo in March 1901, the Filipino clergy was mandated by President Emilio Aguinaldo to take over the parishes and fill the spiritual needs of the populace even without the blessing of the Vatican. Aguinaldo also designated Isabelo delos Reyes to an important mission – to intercede with the Pope for the appointment of Filipinos instead of Spaniards as bishops. The papal delegate replied sharply, "Not if all the friars are beheaded will Rome appoint Filipinos as bishops." So Isabelo de los Reyes returned to the Philippines in 1901, burning with indignation and determined to start an independent church. (Laubach[2], 71-72). After the fall of Manila to the Americans in August 13, 1898, Archbishop Nozaleda fled to Shanghai and remained there until the Treaty of Paris was signed in December 10, 1898. During the treaty negotiations, the Vatican sent Bishop Chapelle of New Orleans to Paris who carefully maneuvered and lobbied to obtain concessions favorable to the Catholic church. The Americans, who did not want to antagonize the Pope spared the Church from decimation by inserting Article VIII into the treaty which provided for the protection of Church properties and rights. The role of the Catholic church in the treaty negotiation is best described by Laubach, viz: “Suddenly the friars abandoned the game of seeking Aglipay's support and loudly announced themselves as pro American - for they had won a bigger game in Europe. Spain had signed the Treaty of Paris with the United States (December 10, 1898). It had been a defeat for Spain, but it was a victory of the friars, who outwitted the American Government. Archbishop Chapelle of New Orleans was present at the negotiations. He insisted that the United States should purchase the Islands for $20,000,000 while President McKinley insisted by cable that the United States should secure her title by conquest. The church having more at stake, persisted longer - and won. Technically therefore, the Philippines were purchased instead of being conquered and they were not purchased with a clear title. For article VIII says about the church property (which as already stated now constituted one tenth of the improved property of the Philippines), ‘The... cession... cannot in any respect impair the property rights.. of... ecclesiastical... bodies.’…” (Laubach, 130-131) Upon his return to Manila, Archbishop Nozaleda suddenly announced that he was now pro-American. As Aguinaldo's loose alliance with the Americans against Spain turned into a war between the two former allies, Father Aglipay continued to serve the Filipino army in the war of resistance against the Americans. He helped recruit Ilocano guerrillas who persistently harassed American garrisons in the Ilocos region. Even after Aguinaldo's capture in March, 1901, Father Aglipay continued the fight until he saw the hopelessness of the cause. He surrendered to the Americans in May 1898, took the oath of allegiance to the United States and returned to his calling in the Catholic Church, hoping for forgiveness from the Pope. Meanwhile, de los Reyes made good his plan by establishing a church in July, 1901 and appointed Father Aglipay as its head. Father Aglipay publicly refused the appointment and disowned the movement. He and several other Filipino members of the clergy continued to fight for the removal of the friars from the parishes. However, Nozaleda and the newly arrived papal delegate, Bishop Placido L. Chapelle of New Orleans, who was tasked by the Pope to resolve the complaints of the native clergy, sided with the friars. Felipe Calderon cited two incidents that revealed the bias of the church hierarchy in favor of the religious corporations, as follows: "We had, together with the apostolic delegate (Bishop Chapelle), organized a reception in one of the houses of the Calzada de San Miguel. I being a member of the committee on arrangements for that function. The house was sumptuously decorated and illuminated; among the decorations there were several transparencies with the name of Filipino bishops ad prominent Filipino priests, and on the front of the house there anchored between the lights the names of Burgos, Gomez, and Zamora. This reception was attended by large crowds among them the Archbishop of Manila (Nozaleda) and the provincials of nearly all the religious corporations, some of whom, by the way, carried big rattan canes, although they had come to a peaceful reception. After the reception, a group of residents of Tondo asked the Delegate to listen to an address of welcome to be pronounced by a young lady on behalf of the residents mentioned. Almost at the very beginning of the address, reference was made to the animosity of the Filipinos against the religious corporations, whereupon Mr. Chapelle told the young lady to stop. The people present became very excited, and shortly afterwards, without my knowing how it started, shouts of ‘Away with the friars!’ and ‘Death to Nozaleda!’ resounded throughout the room, to such an extent that General Otis, who was among the crowd, began to calm everybody. This was not all: when Mr. Nozaleda left the place, a number of people pursued him and several stones struck his carriage. The other incident occurred at a meeting of Filipino priests held at the residence of the Delegate, Mr. Chapelle, at which meeting the priests requested that their legitimate rights be recognized and that with regard to the matter of the parish priests, the common canonical law govern in the Philippine Islands, and not special laws by virtue of which the parishes in the Philippines are administered by members of the regular clergy. Mr. Chapelle disbanded the meeting in a manner anything but prudent and informed those present that he could not tolerate that such requests be made. In view of all these things and of the attitude of the apostolic delegate, who showed marked preference for the religious corporations, great excitement prevailed, not only among the Filipino clergy, but among the other Catholics, who saw that a break between the Delegate and the Archbishop on one side and the people and the clergy on the other was imminent." (Calderon, 632-633) When the Pope decided not to remove the controversial friars from the parishes, Father Aglipay saw it as a clear demonstration of the discrimination against the native priests and the futility of the struggle of the Filipino clergy. Accordingly, in a bold decision in October 17, 1902, Father Aglipay broke off with Rome and accepted the position of Obispo Maximo of the new church. His move created a stampede of priests and the faithful to the new church bringing with them the control of Catholic church properties. Unable to stave off the exodus of the faithful, Archbishop Nozaleda asked the government to intervene and "... demanded ... that the churches be restored to their bishops by armed interference of the constabulary" (Barrows, 10). But the American-colonial government required the matter to take its way in the courts. And so the Aglipayan church retained possession of the Catholic Church properties under a policy of peaceable possession enunciated by Governor General Taft, which allowed the property to remain with the possessor, i.e., the Aglipayan Church, until the courts have decided on whose favor the properties should go. The Aglipayan Church, was widely received all over the islands and enjoyed its highest mark in 1904. Riding on the crest of nationalism, the new church immediately gained adherents especially among the masses. One author describes the dramatic spread of the new church in this manner: "A Filipino priest, Father Serrondo, at Pandacan, Manila, made some insulting references to Bishop Aglipay. When Father Serrondo came out of church he was assaulted by a mob of women. They tore his cassock in shreds, rolled him in the dirt, and let him go, glad to escape with his life. Members of the congregation sent for the new Archbishop Aglipay to come and say mass in the Pandacan church. This he did before a vast crowd. Two hundred irate women took their bedding and cooking utensils and slept in the churchyard to prevent the regular priest from again entering the building. Other churches invited Aglipay to use their building and the city was in a furor." (Laubach, 142) Before the exodus to the new church, there were about six or seven million Roman Catholics. After the religious upheaval only about one million remained with the Catholic Church. The newly arrived American Protestant missionaries, who thought of using the Aglipayan Church as a stepping stone, provided the new church with Protestant Bibles. The direction of the new Church was separation from the Vatican, thus: "The schismatic church therefore bent its energies to inducing Filipino priests to abandon Rome. The great majority of priests hesitated for a time. Then they were almost stampeded into revolt by the arrival of a new Apostolic delegate to the Philippines, Monsignor Guidi, as successor of Archbishop Chapelle of New Orleans. These papal delegates were always making false steps. This time the blunder was to publish an encyclical letter written by the Pope to the Filipinos. It was published on December 2nd. There was an immediate upheaval. Filipinos saw in the letter a clear intention on the part of the papacy to fasten the friars upon them forever. It was condemned by every native priest in the Islands. Monsignor Guidi sought to placate the Filipinos by replacing former Spanish prelates with American bishops, but in the present excitement this made matters worse. Aglipay expressed the general feeling when he said: 'We resent the sending of French, Italian, Hottentot, American or any other friar-controlled priests to rule us.' Aglipay declares, and Filipino priests commonly believe, that 'Guidi deliberately changed the recently printed promise to appoint four Filipino bishops by appointing foreign bishops in their stead." (Laubach, 144) The Aglipayan Church maintained most of the Catholic rituals, sainted Dr. Jose Rizal, accepted the Protestant doctrines and did away with Mariolatry. Isabelo de los Reyes, who had been working on an idea about the religion of the Katipunan which revolved around the supreme being Bathala, also contributed his intellectual prowess and translated the Protestant Bible into Ilocano, in cooperation with the British Bible Society. He eventually rewrote the Protestant Bible, more likely with the help of Aglipay. He ascribed scientific explanations to many events in the Bible and finally produced a revised version which was published under the title Biblia Filipina. Based on this new Bible, the teachings of the new Church were contained in a monograph entitled Novenary of the Motherland authored jointly by Gregorio Aglipay and Isabelo de los Reyes. The Aglipayan Church was grooming itself to become like the Church of England. However, in December 1906, the Aglipayan Church was struck by a big blow. The Supreme Court overturned the peaceable possession policy of Governor Taft that allowed the Aglipayans the possession of Catholic Church properties. The Court gave no credence to the contention of the Aglipayans that the church buildings truly belonged to the Filipino people who erected them with their own sweat and labor and financed them with money contributed by the native faithful. The court's decision effectively restored the ownership of the church buildings to the Vatican, and ordered the Aglipayan hierarchy to return these to the Roman Catholic Church. The Supreme Court decision deprived the Aglipayans of the possession of the church buildings and were forced to make do with makeshift bamboo structures. The pathetic picture of Aglipayan faithfuls performing liturgical services in bamboo structures brought widespread demoralization and led many priests and followers to trek back to the fold of the Catholic Church. But Bishop Aglipay was unfazed and did not give up. To the surprise of the Roman Catholic Church, the Aglipayan church recovered and by the census of 1918 it had 1,417,466 members or 13.7 per cent of the entire population of the Islands. Today, whatever state the Aglipayan church is does not diminish its contribution to the growth and development of the purest of Filipino spirit and most noble aspiration - to be free and independent. In fact, Gregorio Aglipay joined the Masons and is often seen wearing the Masonic apron in his official portaits. Anyone with an ounce of history knows what the Masons are all about and their virulent anti-Catholic nature. In other words, they hate the Roman Catholic Church, and no small wonder that ex-priest Aglipay joined them. I was hoping to see a single project that has great impact on the lives of our people but awan met. Panay pasimento. They are the usual and regular programs of any administration. I did not see any job creation or even a single irrigation facility that will keep our farmers continue planting after the farming season. Did you vigorously pursue the investigation on the death of the late Arthur Cabantac? I don’t know if you read my humble advice thru this message board just days after you assumed mayorship. I suggested that you get rid of the same faces that littered your Uncle Adan and Auntie Letty office and instead hire young, devoted, capable and idealistic men and women with dynamic and progressive minds to guide you. You should have distanced yourself from your Uncle and Auntie and avoided the impression that you are just their pawn, but you did not. This is so sad. The projects that I suggested were just a day's job. I work for the US Government and I don't need to apply for Malacanang. during my high school days, the dswd used to conduct desaster preparedness seminars to teach people what to do during natural calamities. each barangay have different brigades like emergency, food, etc. who are trained to do an specific job during calamities. there was even a simulated house fire using the house of tia taning napoles located in front of central school. people were cooperative and eager to join and the project became very successful. programs like this are beneficial to the community and local governments should continue doing it.

I was home when a typhoon hit Pangasinan and the US Marines helped out in Rosales. I was also waiting for Agno officials to implement some kind of an Emergency Action Plan but somehow nothing happened not even a "bandilyo balado" that they used to do when I was a kid. Anyways, it's nobody's fault because Agno leaders DO NOT have an Emergency Management Team nor an Emergency Plan. This is also an area where Leaders of Agno can be trained on. Agno have a lot of talent and one way to tap into those expertise is instead of doing a parade during reunion, we can do worshops, ie, CPR/First Aid(Even children has to be trained on this) community service, after school management, establish a support group for the elderly and the ones who are living alone in their houses, establish leisure and recreation for everybody- exercise and jogging club, dance club, business club and other activities to start a community to come together again and help it's other out.

Great PR release, great for media dependent hard working Agnoans around the world but in reality none of the projects you had mentioned that were "accomplished" according to your report really existed because I was their several months ago. I went around and nothing has been improved or changed. Joel is a great person but he needs to surround himself with younger generation with management background, public relations and financial knowledge. Or contract a management firm to overhaul the system and train the Mayor and staff and be ready for the transition when the firm's contract ends. Overhauling the system is what AGNO needs and this process also changes the way the people think and respond to the changes. The people of Agno has to be informed as the changes happens so you can avoid tragedy.

I would like to inform you that based on the record, all the mentioned projects that was posted here earlier under the administration of Mayor Jose N. Pajeta, Jr. were initiated by him with the help of some political personalities. The only project cited that was started by the previous administration was the infirmary. The construction however was freezed because of problems brought about by the project's execution/implementation. As per COA's findings and reports, the scheme's erection were somewhat irregular. The Municipal Government of Agno, Pangasinan, in response to the call of our “Kababayans” worldwide who have an access to this medium, is honored to give an update of the projects that have been accomplished by the agency under the administration of Honorable Jose N. Departments of the municipal government were mobilized for the distribution of relief goods and cash to the victims. Medical Missions were also undertaken in Barangay Patar, Aloleng and Boboy. Medicines donated by the PCSO were being distributed at the mayor’s office after presentation of a doctor’s prescription. Other accomplishments of the local chief executive’s office were as follows;  To protect the youth from the deadly Dengue Hemorrhagic Fever, fogging operations were directed to be implemented  A mandate to clean-up the shore was also made and was directed to coastal barangays to preserve their scenic beauty  Requests of donations from elementary and secondary schools for equipments and facilities were granted  Reaching out to the poor and in need through his financial assistance never cease.  Tax collection is being intensified Presently, the Office of the Mayor continues to fund school board teachers and maintain municipal scholars. Mayor Pajeta, Jr also help our youths who are very eager to finish their tertiary education but cannot do so because of financial constraint by recommending them to HOLCIM, Philippines and the office of Cong. Arthur F. Celeste for a scholarship grant. Other significant projects of Mayor Pajeta’s administration, with the composition of the sangguniang bayan, that are yet to be implemented sometime this year and early 2010 are the following:  Construction of Portland cement concrete pavement, slope protection and grouted riprap of Ampi Road in Brgy. Magsaysay  Construction of concrete pavement along Dangley-Aloleng Road  Construction of concrete pavement along Dangley-Magsaysay Road  Construction of Bridge Superstructure of Abagatanen Bridge  Construction of Municipal Infirmary/Health Center  Construction of Concrete Pavement fronting the Agno Public Market These are all for now and we promise to keep the general public updated of the comings and goings of our present Local Government Unit Administration. We don't need brilliant leaders PGMA is one of the best economist, If you know what I mean. We need a leader that has a moral ascendancy and strong political will to enforce change.
